McAuliffe: Decently high, maybe 6 or 7.
Kaine: 8 - gave a great speech when I met him and won relatively comfortably in 2012.
Warner: 2 or 3. 'Ran a low-energy campaign last year and would have lost if not for NoVA.
Don Beyer: Meh, maybe 4.

Fallin: 6, she's horrifying but plenty of energy
Inhofe: meh 4 or 5, awful but for his age his energy levels are normal
Lankford: 1, practically comatose. T.W. Shannon was very high energy, but the alter boy coalition in Oklahoma stole the nomination from him and gave it to their fellow alter boy.

My congressman Jim Bridenstine is probably the highest energy of the bunch, closing in on a 7. Frank Lucas is the lowest, registering at a 0, tied with Tom Cole ("Look at that face!").

Jay Inslee: 6, he probably started around a 2 but has really been on a roll recently.
Patty Murray: 3, even when she's really passionate about something, she stays pretty soft-spoken.
Maria Cantwell: 3, you really don't hear that much from her when she's not running for election, but usually runs pretty strong campaigns.
Jim McDermott: 8, for an old guy, he can sure pack a punch.

Jerry Brown: 8 because of how high energy his polices and actions are for 70 year old. 10/10 if we go back to the seventies.

Boxer gets a 7 for her high energy take downs of Republicans.

Feinstein gets a 3. Total low energy loser for being old, uninteresting, and a staunch security state supporter.

Man, his style of speaking is uninspiring at best. Some folks actually thought he had dementia based on his debate performance last cycle. I don't believe any of that, but yeah, he utterly lacks charisma.

Jerry Moran-6.5
He seems pretty likable as a person, and he's a solid speaker. He's not afraid to attack sometimes, and he's a pretty good campaigner. Props to him for flying back to Kansas often to talk to voters. That requires energy in some sense. However, he doesn't stand out that much and thus lacks recognition.

Sam Brownback-8
His speeches aren't even that energetic, but his campaigns play dirty all the way through. From attacking Paul Davis in 2014 for going to a strip club in 1998 to attacking Jill Docking's Jewish faith back in 1996, Brownback is energetic when it comes to petty mudslinging. Also, in terms of energy, he knows how to pander to his base successfully.

Mike Pompeo-7
Pompeo does not lack energy. He looks like a tool when he puts it to use however. (See: his stupid questions at the Benghazi hearings) Also, his campaign backed unbridled racist attacks against Raj Goyle in 2010. It's telling of his negative energy.

I'll go for all of the Representatives in Utah, since there's only four.

Gary Herbert-3.5
He's about as boring as watching paint dry, he's not very active (in both personality and politics), and he's got an incredibly soft, boring tone of voice. But he's not quite as bad as Rob Bishop, which I'll explain in a bit.

Orrin Hatch-5.5
Hatch is also boring and soft-spoken, but he's also ornery when he's angry, which is increasingly common as he gets longer in the tooth. He doesn't have to play ball anymore, so even though he's not prone to passion, he can fire himself up when he wants to.

Mike Lee-4.5
For being such a young senator, he doesn't have much passion, but he's got some passion when it comes to pirates (every high school he speaks at, he talks about being able to grant himself a letter of marquee) and the Constitution (or his interpretation of it). Still boring, but not terminally so.

Mia Love (UT-04)- 7.5
If nothing else, Mia Love is passionate, I don't think I've heard her talk on a topic she's not passionate about (except for a few things during her 2012 campaign that Matheson pounced on). She's got a level of charisma that can't be discounted, and seems perpetually angry. Also if dirty campaigning is a criteria for "high energy", she's got that as well. She's not an 8 or more simply because she isn't JFK levels of inspiring, and her dirty campaigning tends to backfire. Her 2014 and soon to be 2016 opponent Doug Owens would probably be a 6 as he's got lower energy overall, but he's still energetic and really good at dirty campaigning.

Chris Stewart (UT-02)- 3.5
Basically the same level as Herbert, as he's about as boring as Herbert is, perhaps even more so. No charisma, no speaking skills, and no interest level. The only things I can think of that make him interesting are that he's the author of the LDS equivalent to the Left Behind books, and he engaged in some dirty campaigning in his first campaign, by basically implying that he was endorsed by the LDS Church.

Jason Chaffetz (UT-03)- 6
I'm willing to admit that he's got his own brand of angry charisma, as evidenced by the Benghazii hearings and by his Utah-based fanclub. He's a solid speaker, and is "quirky", yet doesn't reach the levels of "high energy" that a Trump, a John Bel Edwards, or a Mario Cuomo might.

Rob Bishop (UT-01)- 3 or 2.5, possibly even 1.5
Rob Bishop is basically coasting across his entire career, he coasted as Utah House Speaker, and he coasts in his current job. He's got no energy, no charisma, doesn't even bother with dirty politics because he'll win by 40 points anyway. He should honestly retire, and make way for a more high-energy Republican.

Generally, Utah pols tend to be 4.5 at best, 2 at worst, though of course there are exceptions on either side. We just have boring, low energy fools in the Democrats and in the Republicans.
