Well strictly speaking they seek a theocracy where (presumably) a religious figurehead presides over the state. That being said this would differ from Iranian theocracy because the ISIS cleric in charge of the state would probably also be heavily involved in military conquests and Jihad as well and use his victories on the battlefield to legitimize his regime.


So i'm going to go with 'rouge crusader state' as my final answer.

I should probably specify common people into disorganized but powerful terrorists.

Hitler used an existing structure to unite the common people into militarized and strictly disciplined terrorists. A far-left equivalent would create a militarized, mob-like group of terrorists if you put any belief in the horse shoe theory.
