This is simply a change to the first article in the Constitution - which appears to have not been updated in a while.

It simply notes that New Brunswick and Quebec are 'electoral territories' of the Northeast - as per the Atlasian-Canadian Common Market Agreement. This basically means that voters can register in these provinces and vote in the Northeast, but these areas are not officially part of the Northeast.

I've added an official language section, English is only spoken by 69.2% of the inhabitants in the Northeast (including the 'electoral territories'), French is spoken by 11.1%. I would also wish to add Spanish to the list, which covers an additional 8.9% of residents. (Various other languages make up for 10.8%)

I don't get giving people the right to vote, but not make them citizens. Secondly, could we put something funny along with French and English? Like Elvish, or Dothraki? I know this is a serious Assembly, but we can laugh occasionally, right?

Can you please name this something descriptive?  Amendment to the Northeast Constitution is pretty generic.

The official languages are mainly related to schooling and any other legislation regarding the requirement to speak the/a official language of the region. If you want to scarp the language section, then that's fine. I feel that we should include New Brunswick and Quebec to the constitution, as they are part of the region for voting, and other, purposes.

New Brunswick and Quebec are part of Canada.  Atlasian citizens living in those provinces can vote in Northeast elections.  But Canadian, not Atlasian, law governs there, including in education.  New Brunswick and Quebec are NOT part of the Northeast, in any sense.

[/quote]There's nothing to say that we can't list in our constitution that "Atlasian citizens living in New Brunswick and Quebec shall be considered as citizens of the Northeast Region for limited jurisdictional and electoral purposes". It says that we can't claim them as part of our territory.
