Can someone please explain to me what the National Popular Vote Interstate Compact (NPVIC) will be doing exactly? I read that it's going to enacted in the 2020 election and I was a little confused about what it truly does. States' electoral votes will be going to who won the popular vote nationally???

Well it will only go into effect if a combination of states collectively totaling at least 270 electoral votes enact it. And yes, for a state that's a member of the compact, that state's electoral votes will go to the winner of the national popular vote, not the winner of that state, thus ensuring that the winner of the popular vote receives an electoral college majority. It's basically an end-run around the electoral college without abolishing the electoral college via Constitutional Amendment.
