Romney won't attend RNC

Dole will, but is not committed to voting for Trump in November

Based on this, Dole will be the only person attending the RNC who's actually topped the ticket for the party.

That is reflective of how conservative each of their districts are - Ros-Lehtinen and Curbelo are in swing districts, while Diaz Balart can survive taking a hit for potentially supporting Trump.

Illinois Gov. Bruce Rauner gives one of the “split the difference” answers on Trump.  He says that while he’ll abide by his previous promise to “support” the GOP presidential nominee, he won’t offer a “formal endorsement”.  He also says he won’t attend the convention:

Obviously Dold is a very particular case due to how Democratic his district is, but the backbone of the Republican majority is relatively moderate suburban districts that have also been some of Trump's weakest areas. I think a lot of vulnerable house republicans are going to follow his model. I predict the next person to just say they won't vote for Trump is Barbara Comstock.
