Interestingly enough, she's been sitting at 45% in the last three polls conducted in PA. It's still very early and the Republican floor in the state is much higher than 33%. I still expect Republicans to win PA if they win the presidency.

That being said,

PA is now a Lean Clinton state on the map.

Democrats now have 285 electoral votes, enough to win if the election were held today! Republicans only have 178 EV as of today.

Trump has been at 40% and below in all of those recent polls. He's not winning the state. The best he comes is Bush 2004.

Why didn't they test her against Kasich?

I guess for the same reason they didn't test Sanders.

Kasich or Trump would only make a play for Ohio River Valley; including Iowa, Ohio & VA. And Trump  doesnt play well in Virginia. In a close election loss, like in 2004, Clinton would still win 257 electors, including Pa.

Why didn't they test her against Kasich?

It's not worth to test the Democratic nominee against someone who got
1,86 % of the Iowa vote and who even wasn't able to get more votes
in Arizona than Rubio's (not much) early votes.
