I only definitely know who two of those unadorned surnames are referring to, so that might be part of the reason. Here's my expert analysis on who I'll assume you're talking about:

University of California chancellor, former HomeSec, and former Arizona Governor Janet Napolitano: Not in the news. Also, UoC baggage comes to mind.
Former Monatana governor Brian Schweitzer: The one Montana Democrat whose chances Atlas overhypes more than Steve Bullock.

And now, my Totally Serious guesses for the other three:

Thriller novelist David Baldacci: I guess writing Executive Power means he knows at least what a President is, but I don't know if that entitles him to the nuclear codes.
Surrealist filmmaker David Lynch: Middle America hates Lost Highway, it's a well-established fact. Furthermore, the Fire Walk With Me reassessment hasn't reached suburban voters yet, because it's biographical for a lot of them.
English philosopher John Locke: He wasn't born here, so he's not eligible. And he's dead, although that didn't hurt that one guy in Missouri once. The white-working class in Michigan and Ohio also strongly prefer Kant and Rosseau in surveys.

I mean I guess he's a bit blast-from-the-past but he doesn't seem to be outwardly horrible? I know he left office with pretty poor approval ratings, but I get the feeling that he was decently competent.

Baldacci has no personality and is nowhere near left enough. He also has no money.

The story also talks about the CZI hiring David Plouffe, and other seemingly “political” moves, saying that this can be read as the CZI ramping up its philanthropic activity.  The logic being, philanthropy is inherently political, you’ve got to have some kind of political goals if you’re giving away money, and since Zuckerberg is now committed to giving away more of his money, he has to think about politics in a way that he didn’t used to.
