Why do you say it's D? It looks quite neutral to me. The state as a whole is D+4 so a 2D-1R split would be a fair division.

I'm not sure if 'precinct' is the right word, but for some reason the Election checkbox to see which areas voted for Obama and McCain won't work for me in Oregon.

That's because DRA loaded no election data for OR. Without the data, the button is disabled. If you notice OR in DRA only provides block groups, not VTDs as a option. In fact, if you go to the Census and try to pull up American Fact Finder data for VTDs in OR, there generally aren't any.

If you have all mail ballots, you really don't need election precincts. There are no polling places. Ballot styles can be generated based on street addresses. I seem to recall a bill that would either have eliminated election precincts, or perhaps eliminated some cap on size, which was already quite large (15,000?).

South Carolina with two black majority districts:



District 4 (red):  50.2% BVAP
District 6 (aqua): 52.3% BVAP

Not like this is all that more distorted from the current map either.    Anyone know why this isn't a VRA issue currently?   The African American population is 27.9% of the SC population in 2010,  and 2/7= 28.5%, so it's not all that off from proportional representation either.

The only thing I don't really like about the map is that district 5 (yellow) just kind of becomes the junk "what's left over" district.

I love what you guys are doing, today I went through and updated my nationwide fair districts to the new numbers - Iowa, Ohio, and Wisconsin are really nice to have. I really can't wait for Illinois, Missouri,  Indiana, and Arizona, I really want to see what the states look like without the home state advantages.

Like everything else on DRA, the data is precinct by precinct then averaged/added together for the district wide results. As I showed in my pic, that is the current Cook PVI for GA - 04 (which I colored using the auto-color from previous districts), so it is based on nationwide results.
