So basically the most democratic congressional district that is possible in WV is still R+11. Nice work Cheesy
I used the 2008 results as my reference, and some areas have trended Republican more than others since then, so the truly optimal district could merely be R+10 or even R+9. But even with the 2008 results, the best I could do was a district he won by 5.
