So a 538 C rated pollster is better than a 538 B rated pollster because the former has Hillary doing better?

I'm not sure about the quality of this pollster, but a 3 point drop-off from March when #NeverTrump fervor was at its height is a pretty good result for Hillary.  Clearly Trump has gotten a bump from the coalescing of the Repub base, and it's a close race at the moment.  We're basically gonna be in a lull between now and June 7th/14th waiting for the Democratic primary race to end, so that we can then get "proper" general election numbers.

The numbers will be most meaningful after the bounce from the DNC recedes. Then it will be up to the debates to change the status quo after that.
