The only scientific poll of Libertarian members taken this season, looks good for Gary Johnson:

What is the procedure for becoming a delegate? Are there any set-in-stone qualifications that have to be met?

What is the procedure for becoming a delegate? Are there any set-in-stone qualifications that have to be met?

Varies state-by-state. Sometimes there is a minimum number of years delegates are supposed to have been members, but I understand that it is generally pretty easy for members to become delegates. Delegates are unbound.
