The Florida GOP seems to believe that Rubio is the strongest candidate against the Democrats.
He may be, but he's not got the absentee issue working against him, and that is an issue that often gets traction.
In 1978, Sen. Robert Griffin (R-MI) announced he was retiring, then re-entered the race after Carl Levin took a lead in the polls. Griffin, however, had missed a LOT of votes, and he lost re-election in 1978, a year that was something of a Republican year.
