I find this guy interesting. Is he a useless buffer that in effect just gives a friendly PR face for the real problems, or is he someone on a dedicated if doomed quest to change Iran through reformist means?

I would argue that Mikhail Gorbachev, Alexander Dubcek and Imre Nagy (to name a few) were FF's even if they managed to end up leading their regimes.

In addition, contrary to those examples, elections in Iran are at least partially free and fair.

Iran's president is much less powerful than Supreme Leader Khamenei (yes, that's literally Khamenei's title). Khamenei is definitely an HP.

Massive HP. He's a polished politician with a great tongue but he's still an HP. He's less bad than Ahmedinejad  but that doesn't somehow make Rouhani a "good guy."

It's a really silly exercise to try to judge people based on absolute standards without regard for the context they are stuck into. By that standard 99.9% of humanity are HP (and yes, I know Cathcon would say it's actually 100% Tongue).

Eh, I judge FF and HP on the overall impact they have rather than their personal foibles. If Rouhani's impact will be to reform the economy, win factional battled with conservative elements of the civil service and the Revolutionary Guards, bring in Iran from the cold, temper its rhetoric, stymie the nuclear plans, appoint a moderate Supreme Leader once Khamenei croaks, force through some basic human rights protections and wind down Iran's support for paramilitary groups in Lebonan/Syria/Iraq the k would consider him an FF.

Probably mixed overall. Even though Hassan Rouhani favors gradual reform in Iran, he has little power to implement any real change. That being said, Rouhani is still a much better person than the Shah of Iran ever was and does have a high level of experience in the Iranian political system. On a side note, he might lose reelection in 2017 to either Mahmoud Ahmadinejad or Qasem Soleimani.
