This issue brings out my libertarian side, and I think it will pass in all except Florida where it needs to hit 69%.

60% is the threshold. Morgan's initiative got 57.xx% in 2014 with a more conservative electorate, so it should pass this year. He made changes to alleviate lines of attack the measure's opponents were using, and support for the measure is very high, which will undoubtedly be aided by increased Democratic turnout.

I think the"69" may have just been wishful thinking on his part.
