Gentlemen of the first Assembly,

Congratulations on your elections.  The people of the North trust that you will each help carry out a productive first session.  After this body elects its Speaker and the Governor appoints a Lieutenant Governor among you, I urge you to address the SOAP I drafted here and vote on the regional symbols proposed here as your first orders of business.

The proposed rules of order look good, and I will be supporting them.  Smiley

Thanks! But does this mean I can't be speaker?

After looking over the regional Constitution....I'd have to say that I don't know.  At this time, there appears to be nothing in the rules that prohibits one from being Lt. Governor and Speaker at the same time....correct me if I'm wrong, please.

I'm not sure if this is in order.  We still have no Speaker, and the SOAP says nothing about who the Acting Speaker would be.  It would be the Acting Speaker's job to open hearings, which would last for 72 hours (three days).  I note that this can be shortened to a minimum of 36 hours (one day and twelve hours).
