With the butterfly of Joseph Kennedy, Sr., becoming Commerce Secretary, what would change?

This is his alternate career:
Chairman of the Securities and Exchange Commission: 1934-1935
Chairman of the Maritime Commission: 1936-1938
U. S. Ambassador to the United Kingsom: January 17, 1938 - October 22, 1940
Secretary of Commerce: October 23, 1940 - January 23, 1943
Secretary of State: August 23, 1943 - July 4, 1945

How would this affect American politics and his sons' political careers?
