I have it on my road map Tongue

Looking at the SOAP the budget gets it's own legislative path (L4) so I'll probably introduce a measure to continue the funding through Dec 1 (as the last one doesn't have a date when it ends in November) and try and get the budget done ASAP

4.) If the seat of Lieutenant Governor is vacated, a special election will be held. In the Assembly, an appointee by the Goversufficey sufice until a new Lieutenant Governor is sworn in.
5.) Upon passage of L.8.9.1, (Constitutional Amendment Establishing Lincoln Election Administrator), the Lieutenant Governor shall not administrate any elections, and the duty will be passed on to the incumbent Lincoln Election Administrator. The Lieutenant Governor shall be prohibited from being appointed to this position.

The Northern Constitution already establishes a period of minimum residency as a qualification for the franchise. This bill would violate that provision by waving the requirement for some new citizens and arguably violates the equal protection clause of Article I, Section 1 of the federal constitution (thus making it doubly unconstitutional per the supremacy clause).

Lincoln Infrastructure Renewal and Maintenance Act (LIRMA)

Section 1: Short Title

This bill should be cited as the "Lincoln Infrastructure Renewal and Maintenance Act".

Section 2: Establishing the Infrastructure and Development Bureau

I. The Bureau of Infrastructure and Development shall be established and referred to as the BID.
II. The BID shall enforce regulations and laws related to infrastructure.
III. The Office of Infrastructure Safety and Inspection shall be established as part of the BID.
IV. The Office of Infrastructure Repair shall be established as part of the BID.
V. The Office of Infrastructure Employment shall be established as part of the BID.
VI. An Administrator of the BID shall be chosen by the Governor and confirmed by a majority vote in the Assembly.
VII. The Office of Infrastructure Safety and Inspection, the Office of Infrastructure Repair, and Office of Infrastructure Employment all shall have a deputy administrator appointed to them by the Administrator of the BID.

Section 3: Funding

I. All funding shall be directed to the Infrastructure and Development Bureau.
II. There shall be 25 billion dollars allocated for updates, repairs, or replacement of existing infrastructure and for the construction of new infrastructure.
III. There shall be 500 million dollars allocated for job training and recruitment in fields related to infrastructure.

Section 4: Inspection

I. The Office of Infrastructure Safety and Inspection shall be responsible for monitoring the condition of infrastructure and the need for repairs.
II. Infrastructure as defined in this bill includes roads, bridges, tunnels, dams, railroads, public utilities such as water, sewage, and the electrical grid, and telecommunication systems such as internet and phone.
III. Infrastructure should be put into 3 categories: "Major Concern", "Moderate Concern", and "Low Concern". "Major Concern" means the infrastructure is in immediate need of repair, "Moderate Concern" means the infrastructure needs repair in the near future, and "Low Concern" means the infrastructure is in good condition.
IV. All infrastructure shall be inspected every year to find the condition and rank it with one of the three categories.

Section 5: Repair

I. The Office of Infrastructure Repair shall be responsible for planning for and managing the repair of infrastructure the Office of Infrastructure Safety and Inspection deems necessary.
II. Infrastructure in the category "Major Concern" shall be repaired or replaced as soon as possible, followed by infrastructure in the category "Moderate Concern".
III. The Office of Infrastructure Repair shall have the power to hire private companies to complete jobs in addition to hiring government workers.
IV. Local people who are qualified for jobs related to any infrastructure project shall be hired first before bringing in workers from other areas.

Section 6: Employment

I. The Office of Infrastructure Employment shall create an “Infrastructure Job Training” program to increase the number of skilled workers.
II. The program shall train people who wish to work in areas related to infrastructure such as construction and engineering.

Section 7: Enactment

This law shall be enacted immediately upon passage.

Article II, Section 4:

The Lieutenant Governor shall be elected every fourth month by the entire body of eligible voters. No person shall be Lieutenant Governor who is not a registered voter of this Region, nor who has been a citizen thereof for fewer than 720 hours. The governor shall appoint the Lieutenant Governor of the Commonwealth shall be an additional non-voting member of the assembly, who shall act as president of the Assembly in the absence of a Speaker, and who shall likewise administer all elections and referendums mandated by this Constitution, except where otherwise stated herein. No person shall be Lieutenant Governor who is not a registered voter of this Commonwealth, nor who is not a sitting delegate in the Assembly.

Section 1: Short Title

This bill should be cited as the "Lincoln Lottery Privacy Act".

Section 2: Procedure

1. The prize winner shall not have to disclose their name publicly to collect their winnings.
2. Lottery authorities shall not release the winner's name or any other identifying information without the winner's consent to the public.
3. The prize winner's identity should only be released to investigators in the case of possible fraud or other illegal activity.

Section 3: Enactment

This law shall be enacted immediately upon passage.

Lincoln Fair Wages Act of 2018

Section 1: Committee Creation

1. This bill, if passed, establishes the Lincoln Wages Committee (LWC).
2. This committee shall consist of 10 NPCs appointed by the governor.
3. The committee can be dissolved and reformed by the governor if seen necessary.
4. This committee shall act independently of the executive and Assembly.

Section 2: Jobs of the LWC

1. The LWC is to divide Lincoln into ranges according to cost of living in the area. This can be done in as many ranges an needed.
2. Each of these ranges shall be assigned a minimum wage according to the average cost of living in the range.
3. The committee must be able to mathematically prove that the minimum wage set for each range is enough to cover cost of living.
4. Range boundaries and wages are to be submitted and implemented every four months.

Section 3: Enactment

1. The LWC is to be formed as soon after the passage of this bill as possible.
2. Wage ranges are to take effect June, 22, 2018 and are to be updated every four months afterwards.

Legalization of Gambling Act

Section A: Action
1. Gambling and institutions related to the process of gambling shall be fully legal within the Lincoln region.
2. Gambling institutions that make a profit are subject to standard corporate taxes.
Section B: Restrictions
1. A gambling institution can be deemed illegal if it promotes illegal activities.
2. This can include placing wagers on illegal activities or the encouragement of customers to partake in illegal activities while on premises.
3. A gambling institution can be deemed illegal if found to be fraudulent.
4. Fraud can include refusing a customer to cash out after paying for betting units at a casino-like institution or refusing to allow a customer who has won a bet to receive their winnings.
5. Illegal gambling institutions can be subject to fines and/or closure, whether it be temporary or permanent.
Section C: Enactment
1. This bill is to be enacted immediately upon passage.

Section 16. No budget or appropriation bill shall be passed by the legislative power of this Region for which the totaled expenditures exceed the sum of all revenue collected in the previous year.
