But if they changed the voters mind wouldn't it be better to do the one after because that is how they will vote now.

Not exactly. There are other issues, and Burr has plenty to pound Ross on. Some of those people may forget about this in a few weeks, and could care about other issues more.

No, because sometimes people may respond according to the advocacy group's preference to avoid controversy, or make an impulse decision that they change very quickly.
