If anyone could do this, it's the people here.

Rules:

A. You don't need to respect VRA. (Otherwise, this exercise would be obviously impossible)
B. Districts must be contiguous and within 1,000 in population.

EDIT: I am certain someone is going to say "This is mathematically impossible without precinct-splitting."

He didn't ban precinct-splitting.

I am stuck at 5 and 5/7 of districts - I don't thing one can stretch the map any more. All my districts are near best pop, and at 7 exactly. I don't think here are any D precincts left on the map.

edit: was able to get it a bit tighter, but still about 150K off

To get 6 districts' worth of D+7 territory, you'll need to find a way to create 2 GOP sinks that are at least R+20. That's not something you can do in DRA alone.

I've always said that WI is one of the most ruthless gerrymanders in the country - and one of the hardest to break (outside of a true wave or massive Midwest resurgence) - but the state's population distribution definitely plays a huge role in why it's so easy to gerrymander.

Fun fact: Both WI-07 and WI-08, under current borders, voted for Obama by a larger margin than his margin nationwide in 2008.

A "fair" Wisconsn that I drew here is 2 Safe Dem - 2 Toss Up - 2 Likley R - 2 Safe R.

People don't realize how gerrymandered Ryan's district is. He probably loses multiple times since 2002 if his district looked more like it did before. Adding the rest of Rock County and taking out most of Waukesha County makes this a pure toss up seat.



If the North is 100% gone to the Democrats (which I don't think is necessairly the case) and if the West is going that way (definitly don't think that's the case), then the only way to get close to a split 4-4 map is to split Milwauke County and Dane County.

This is as close you can get (perhaps a few thousand closer with precinct adjustments) while staying above D+7.



This is as democratic as you can reasonably get, which as was calculated in the thread, was around 6.5 while not considering geography. When considering geography, 6.44-6.45 doesn't seem all that bad.

It's definitely not possible. Spent 4 hours trying and couldn't get more than 5 districts D+7.
