The government is going to have to reduce the penalties or Deutsche Bank will go under, leading to a banking crisis.

Either it will be bailed out by the German government or bailed in by bondholders (and perhaps a depositor haircut, depending on how the accounting shakes out). The ball is in Merkel's court.

A haircut is a rather frightening possibility, though. I've wondered about that, it seems implicit when making reference to the size of its assets relative to its market value.
