Finegold lost to Johnson by 4 points. So Johnson won his senate seat by 4 points where as Trump only won the state with even less votes than Romney received in 2012 and won by only less than 1 percent of the vote.

Senate 2016

President 2016

Pretty Much this is how that Works Feingold did really well in the southwest in 2016 far better than clinton but in WOW he got crushed especially  Waukesha County Trump got 59.99% there Johnson got 67% there! and its a really populated County so pretty much Feingold did a really good job in the rural regions but couldn't win over a lot of the Romney-Clinton voters in WOW so much so that he got crushed there causing him to lose more than Clinton.

People opposed to the over-extension of the federal government into all aspects of our lives, the erosion of privacy in the name of security, and neoconservative foreign policy, and associate Hillary Clinton with all of those things.  In general, moderates who hate Hillary Clinton, of whom there are a TON in Wisconsin.

Feingold was the only U.S. Senator to vote against the USA PATRIOT Act. Johnson made a big deal about this, but he gets a lot of respect statewide for it.

Simpler answer: a Democratic Party loyalist who is extremely unhappy with the federal government for a variety of reasons.
