Borislav Paravac

I wonder how he was chosen since like Switzerland and San Marino, Bosnia and Herzgovenia does not have one leader. The presidency is a collective one consisting of 3 representatives, one from each ethnic group (Serb, Croat and Bosniak). However even this delegation has little real power, as the country is split into two political entities, which while not officially independent both function as seperate countries in almost every way (they even have their own armies). Paravac is the Serb delegate on the Presidency, perhaps he was just chosen at random, whatever the case he has no real power.

"The members of the presidency are elected for a four year term by the three ethnic groups. The candidate with the most votes in an ethnic group is elected." (electionworld.org)


However, Paravac himself wasn´t elected by the people, because he succeeded the original Serbian member of the Presidium, Mirko Šarović, who has resigned in 2003:

"Mirko Šarović resigned in 2003 due to his implication in the scandal regarding the selling of arms to Iraq. The Parliament replaced him with Borislav Paravac." (Wikipedia)
