How much could a Presidential candidate win the people's votes by and still lose the electoral college? 3-4%?

Purely theoretically, they could win the PV by 50% or more by getting 100% in all the largest EV states and then just barely losing in the others.  As a practical matter, a 5% margin is probably the realistic upper limit.

I think you'd have to go some to match what just happened, huge margins for HRC in CA, NY and IL, huge margins for DJT in a load of small EV-states and on a knife-edge everywhere else

It's mathematically possible to win the EC with only 22% of the vote, so 78%.
