Without stuffing millions of votes into a non-contiguous, 3 EV, District of Columbia, this is almost certainly the best Trump can do (I tried fiddling at the margins to see if Huntington-Hill could get NYC down to 11, but no doing. ProbablyCertainly you could merge HI into CA and get Clinton down to 15, but I preferred not to).

Try getting fewer Clinton electors, without "Ah-ha! 90 million Democrats in Chicago, SF, LA, get no more 3 EVs because they're all in DC!". You can't, I think.
But I would like to see the senators for North West XIT Ranch, North East XIT Ranch, South West XIT Ranch, and South East XIT Ranch, and see cattle interests properly represented in the Senate.
