Pretty simple scenario to get a Romney win: Florida takes in Houston, Mobile, and Baldwin County AL. Virginia extends just far enough into Tennessee. Ohio extends just far enough into Kentucky. Colorado is flipped by Utah County, UT, which for contingency purposes results in 3 other UT counties also being added to CO.
