smallest contiguity-preserving changes you can make that would flip the result?


Only need 5 county switches.  2 for Florida (Baldwin added from Alabama, move Leon to Georgia), and then put Philadelphia with NJ and Mahoning and Trumbull from OH to PA; this flips both PA and OH, and you get 269-269 with Romney winning in the House.

I think the least number of counties you need to change the election is 4 -- move the three panhandle Florida counties to Alabama and moving Camden County to Pennsylvania. Clinton wins.
You can do it with 3. Camden to PA, Lake to WI, and Lucas to MI.

If you don't care about contiguity, just move Los Angeles County to Texas, and Hillary wins.

Except that Trump would actually still get the 1 vote from Maine and it would be tied, going to the House.
