Hating the poor will score him some points with GOP voters
This measure had nothing to do with hating the poor. Local governments already fund this. This measure would have helped landowners and homeowners.

Overpaid teachers and teachers unions take all that money in New York. Over $20k!

It would be very smart of Cuomo to destroy all teachers unions and give that money to the people.

It might hurt his fundraising with lawyers, but vetoing a nine figure spending increase when there were no plans for how to pay for it isn't going to piss off too many people.

That's not quite accurate. There is a serious gap in legal services provided to low income/no income individuals in NY. This bill had bipartisan support and was considered, with consensus, the smart thing to do.
