Any and all entities in possession or that will come into possession of an alcohol license henceforth shall have the sole responsibility to determine the hours during which said entity serves alcohol, from a minimum of 0 hours to a maximum of 24 hours per day.

I think offering this kind of freedom to business owners who choose to serve alcohol is a great thing to include. If a business wants to serve alcohol at 4am on a Tuesday, and they somehow make a profit from this, who are we to stop them from doing so? It's a great way to entice businesses into investing in locations in the South, especially in large vacation destinations.
