By my account there are 7 counties in Texas that are dry:

Borden, Collingsworth, Hemphill, Kent, Martin, Roberts and Throckmorton.

Borden - population 651, (in the central plains, south of Lubbock
Collingsworth - population 3,057 (On the western border with Oklahoma in the panhandle.
Hemphill - population 3,807 (just north of Collingsworth)
Kent - Population 808 (in the central plains, south of Lubbock)
Martin - Population 4,799 (in west Texas)
Roberts - Population 929 (in the panhandle, just west of Collingsworth)
Throckmorton - Population 1,641 (West of Fort Worth)

That is a total of 15,692 people, just a little bit more than Hutto, a small town north and east of Austin.

I don't really see how people are limited to access to alcohol at least in Texas by the current policy. I think we should keep the local option since it's not a significant impediment to the purchase of Alcohol. Even in the dry counties, they have access to a neighboring wet county.

1. Any and all laws, ordinances, statutes, and prohibitions of Sunday alcohol sales throughout the South are hereby repealed.
2. Any and all laws, ordinances, and statutes in all unincorporated, municipal, county, state, and regional jurisdictions pertaining to the time frame during which alcohol may be sold within the South are hereby repealed.
3. Counties retain the local option to decline the issuance of alcohol licenses within the borders of the county.
4. Any and all entities in possession or that will come into possession of an alcohol license henceforth shall have the sole responsibility to determine the hours during which said entity serves alcohol, from a minimum of 0 hours to a maximum of 24 hours per day.
5. Pertaining to the provisions of this act, there shall be no differentiation made between beer, wine, distilled spirits, malt liquor, or any other alcoholic beverage.
6. Any and all jurisdictions and/or entities must adhere to Sections 1-5 without exception.

I propose the above amendment, retaining the local option but erasing laws on time of day and sunday sales in the south.
