Van Taylor seems to have first refusal. It's been pointed out though that the Texas Senate is a pretty good gig and jumping ship for Congress is actually uncommon for State Senators

Huh, I've actually heard of Van Taylor.

This is behind a paywall so I can't read it, and it's not the best source anyway, but it says that Van Taylor is "expected to run" whatever that means.
