Romney won voters who were wealthier and happier with Bush. McCain won voters who were less wealthy and less happy with Bush. That’s because Romney ran as a generic R and McCain ran as a “maverick”. Just look at the NH exit poll. GOP primary voters split down the middle on whether they had a positive or negative opinion of the Bush administration, and Romney won the former while McCain won the latter.
Voters who were less happy with Bush were more likely to say that the economy was a problem. Thus, McCain won them rather than Romney.
