Saddam won 100% of the vote and all eligible voters.

This person moved to the US after he was overthrown and moved to the United States in 2005.

Someone who supported McCain ideologically but voted for Saddam out of fear. Probably not the answer you were looking for, but it could've also been an ultraconservative who overlooked Bush's persecution of Muslims.
