Gephardt takes out Foley with the assistance of John Lewis, Steny Hoyer, and Barbara Kennelly. The Democrats have 246 House seats. +4 R seats in 1992 in the Senate make it 53-47 R-D. In 1994, Janet Napolitano(AZ), Ruth Minner(DE), Reubin Askew(FL), Skip Humphrey(MN), Gene Taylor(MS), Ted Strickland(OH), Fred Harris(OK), Bob Casey, Jr.(PA), and Harold Ford, Sr.(TN) make the Senate 62-38 R-D. Fred Harris is elected Majority Leader, with Howell Heflin becoming his Whip. Bush makes Howard Baker his new Chief of Staff, allowing for somewhat major legislation to pass into law.
