After 2012, I remember some discussion from Republicans about adopting the Electoral College rules used in Maine and Nebraska (one vote for each Congressional District won, plus two for winning state-wide) across the country. This would have resulted in Romney winning in the Electoral College by a 274-264 margin despite losing the popular vote by almost five million votes. Two states where the talk was strongest were Michigan and Pennsylvania, where Republicans won a majority of CDs without winning state-wide since 1988.
What if the Republicans in those states had gone ahead and changed the rules in time for the 2016 election, but Hillary had managed to squeak out a victory in Florida?
Using the 2012 rules, Trump would have gained all 20 EC votes in Pennsylvania and 16 in Michigan and won the election 277-261. Under the 2016 rules, 11 EC votes in those two states would have been awarded to Clinton instead, tipping the election to her by 272 to 266.
Exactly how ape-sh**t would the Republicans have gone?
