Justice wasn't a Republican until August of 2017, so he'd definitely appoint a Democrat to Capito's seat. Jeff Kessler?

Yeah, you're right, so Earl Ray Tomblin will be appointed to succeed Capito. But since there will be a special election on November 2017, Tomblin doesn't really have a path to win re-election since West Virginia is among the states nicknamed « coal country ».

Marco Rubio's Presidency
February 2017, Part 1

February 1 :

-Following an investigation in Syria, the United Nations concluded that the Syrian Air Force deliberately bombed the water sources of the Syrian city of Wadi Barada in December 2016 in an effort to claim that the local Syrian rebels sabotaged or demolished the Wadi Barada water supply, thus depriving the towns throughout the Rif Dimashq Governorate of drinking water. The commission said that "the attack amounts to the war crime of attacking objects indispensable for the survival of the civilian population, and further violated the principle of proportionality in attacks. Jan Egeland, head of the Norwegian Refugee Council in Geneva, stated that "To sabotage and deny water is of course a war crime, because it is civilians who drink it and civilians who will be affected by waterborne diseases if supplies are not restored". These events triggered debates on whether the United States and their allies should send troops in Syria in order to defeat ISIS and to put pressure on the Assad regime.

February 3 :
-Beginning of the Senate hearing to affirm the appointment of Mike Lee as SCOTUS.
-Iran conducts a new ballistic missile test, which is considered as a violation of the Iran nuclear deal. The Rubio Administration reacts by restoring sanctions against Iran by instituting economic sanctions on 13 Iranian individuals and 12 companies from the nation.

February 4 :

-President Rubio abolishes the Iran nuclear deal in order to deprive Iran of the revenues from the lifting of the sanctions to fund terrorist groups around the world and to keep developing nuclear weapons.

February 7 :

-Ambassador to the United Nations Dan Coats declares to the United National Security Council that sanctions against Russia for its Crimean conflict as well as for its support for the Assad regime would not be lifted until Russia returned control over Crimea to Ukraine and prioritize the fight against ISIS in Syria.

February 8 :
-Following the Syrian airstrikes on Wadi Barada's water sources condemned as a war crime, the United Nations voted in favor of increasing sanctions against Syria and against Russia for supporting the Assad regime.

February 9 :
-Secretary of State Lindsey Graham meets with Jordanian Minister of Foreign Affairs Ayman Al Safadi, as well as United Nations and Arab League Envoy to Syria Staffan de Mistura to discuss about a possible arms deal with Saudi Arabia to combat terrorism in the Middle East.

February 11 :
-President Rubio speaks with Ukrainian President Minister Petro Poroshenko about the ongoing Ukrainian crisis.

February 12 :
-President Marco Rubio issues Executive Order 13771 to repeal Dodd-Frank in order to give small banks a chance to grow and to loan money to small businesses, which will help small businesses to increase their competitiveness, their productivity as well as their ability to grow and to create jobs.

February 15 :
-President Rubio holds a bilateral meeting and joint press conference with Japanese Prime Minister Shinzo Abe at the White House.

February 16 :

-Due to the war crime committed by the Assad regime in Wadi Barada and to the growing threat imposed by ISIS in Syria and Iraq, the U.S. Senate decided to debate on the approval of a bill introduced by Arkansas Senator Tom Cotton and Tennessee Senator Bob Corker that would grant President Rubio the authority to use all necessary and appropriate force, including military force against ISIS, which would allow a U.S. military intervention in Syria in Iraq to defeat ISIS.

February 17 :

-After two weeks of Senate hearing, the Senate approves the nomination of Utah Senator Mike Lee as SCOTUS to replace Antonin Scalia's vacant seat with 55 YEA votes over 45 NAY votes, which turns the Supreme Court of the United States more conservative and ensures the preservation of the Second Amendment and the restriction of the number of abortions and rules out constitutional rights to Guantanamo terrorists.

Marco Rubio's Presidency
February 2017, Part 2

February 19 :

-President Marco Rubio makes his first international presidential trip as President in Canada. He meets Canadian Prime Minister Justin Trudeau in Ottawa, Canada. The two men shake hands and discussed several issues such as economic issues, trade ties, energy and oil as well as the fight against ISIS, all issues in which they were able to find common grounds. Before his speech at the Parliament of Canada, President Rubio also meets Rona Ambrose, the interim leader of the Conservative Party of Canada, as well as Thomas Mulcair, the leader of the New Democratic Party of Canada.

February 21 :
-Vice-President Nikki Haley makes her first trip as Vice-President in Berlin, Germany, where she meets German Chancelor Angela Merkel after whom she discussed trade, economy, immigration, terrorism and Russia.

February 22 :
-President Rubio calls Salman, King of Saudi Arabia, where they discussed about a possible arms deal between the United States and Saudi Arabia to combat terrorism in the Arabian Peninsula.

February 23 :
-President Marco Rubio issues Executive Order 13772 to cut taxes on America's energy industry, to encourage oil drilling and production, to abolish bans on America's oil exports and to put an end to the War on Coal.

February 24 :
-In the U.S. Senate, there are fierce debates on whether the United States should intervene militarily in Syria and Iraq in order to defeat ISIS. The most remarkable exchanges were between Arizona Senator John McCain and Kentucky Senator Rand Paul. Here are extracts of these exchanges :

Rand Paul : Such intervention in the Middle East will only bring further unnecessary problems. We have to take a look at the past. Our invasion of Iraq has been orchestrated for nothing since we never found weapons of mass destruction there. After we toppled Saddam Hussein, we created a vacuum that contributed to the actual situation in Iraq and in Syria. The same mistake will be committed again if we topple Assad. That's why I'm opposing the proposed authorization of military force.

John McCain : Mr. President, before I give my argument, I'd like to remind the Senator from Kentucky that Saddam Hussein was giving sanctuary to the worst jihadists such as Abu Musab al-Zarqawi, who was implicated in the millennium plot, which was an attempt to commit bombing attacks against tourist sites in Jordan as well as against the Los Angeles International Airport (LAX) and the USS The Sullivans in the context of millennium celebrations. He was also responsible for the 2005 bombing of three hotels in Amman, Jordan. But after we toppled Saddam Hussein, Iraq was no longer a safe haven for terrorism and we finally killed al-Zarqawi. The President is going to reverse the previous administration's mistake that allowed ISIS to emerge and to conquer a large territory through the vacuum created by our early withdrawal. I guess that my colleague is suggesting that we should not do everything it takes to defeat ISIS. We need to stand with our allies, to reinforce our military and to track terrorists until we catch them.

When it comes to Assad, I guess that the Senator from Kentucky is suggesting that Syria remains under the control of Vladimir Putin's puppet and that we let Syria under permanent terrorist occupation. By supporting the Assad regime, Putin is allowing permanent tyranny, chaos and instability in Syria and made our fight against ISIS harder, thus allowing bloodbaths. Instead of making the fight against ISIS their first priority, they are putting the survival of the Assad regime ahead of the campaign against terrorism and national security. After defeating ISIS, we will have to ensure regime change in Syria because Assad's oppressive measures that are slaying its own people will push more people to radicalize themselves and to join terrorist groups. We saw such kind of situation in Egypt in the last few years. And by toppling Assad, we're going to make our fight against ISIS and other terrorist groups easier because Syrians will have reclaimed their trust towards their government thanks to the restoration of freedom, democracy, integrity and justice. By removing Assad, we will give Syria back to Syrians.

February 25 :

-President Rubio unveils his healthcare plan to repeal and replace Obamacare. Here are the three pillars of the Rubiocare :

1. Creation of an advanceable and refundable tax credit that all Americans can use to purchase health insurance, which will increase credits annually and set the tax preference for employer-sponsored insurance on a glide path to ensure that it will equal the level of the credits within a decade. This will prevent large-scale disruptions and reform a provision in our tax code that has been driving up health costs, hurting those who are self-employed and preventing Americans from having truly portable health insurance plans that travel with them regardless of where they work.

2. Adoption of measures reforming insurance regulations to lower costs, encouraging innovation, and protecting the vulnerable to make sure those with pre-existing conditions will have access to affordable care through mechanisms such as federally-supported, actuarially-sound and state-based high risk pools, that Americans will be able to purchase coverage across state lines so they can seek out affordable coverage regardless of where they live and that consumer-centered products like Health Savings Accounts will be encouraged and expanded. It will prevent taxpayers from being asked to bail out an insurance company that loses money, as is currently the case under Obamacare.

3. Preservation and reinforcement of Medicare and Medicaid by placing them on fiscally-sustainable paths, moving Medicaid into a per-capita block grant system and preserving funding for its recipients while freeing states from Washington mandates. While current seniors on Medicare should see no changes to the program, future generations should be transitioned into a premium support system. A premium support model will empower seniors with choice and market competition just like Medicare Advantage and Medicare Part D already do.

February 27 :
-President Rubio allows his Attorney General Ted Cruz to block the transfer of firearms to suspected criminals or terrorists in order to prevent massive shootings in the United States without violating the Second Amendment of the Constitution of the United States.

February 28 :
-President Rubio makes his first speech to Congress, addressing a range of matters including security, immigration reform, trade, energy, terrorism, international security and free enterprise.

President Marco Rubio's speech at the Parliament of Canada in Ottawa, Canada :

Thank you so much. Thank you everybody. Thank you, Mr. Prime Minister, Mr. Speaker, members of the House, members of the Senate, distinguished guests, people of Canada. I'm grateful for the warm welcome.

The relations between the United States and Canada are stronger today than ever before. Our two countries have common values, common interests, common challenges and common goals. And you know, one of my former rivals in the Republican presidential primaries who is now my Attorney General was born in Canada. So despite our differences, the Prime Minister and I put our differences aside from the beginning because the most important is what unites us in order to work together to overcome our challenges.

Our alliances made us stronger and helped us to defeat our common enemies and to maintain peace. The creation of NORAD made a great contribution in preventing a nuclear war in the context of the Cold War. From World War II to the War on Terror, our participation in NATO brought strong leadership, reinforced territorial integrity in the world and led us to victory against our enemies, whether it's in Europe, in the Middle East or in Africa. I want to thank Canada for its contribution to the stabilization of the Afghan region of Kandahar by sending troops that trained new Afghan soldiers in order to increase their ability to defend their country against terrorists, that orchestrated humanitarian missions there and that helped rebuilding infrastructure and houses for people who lost families and homes after the tyrannical regime of the Taliban that supported Al Qaida. Today, the threat imposed by ISIS has drastically increased in the last few years. They are killing people for the values they were defending. The United States and Canada have common wounds because two and a half years ago, a supporter of ISIS named Michael Zehaf-Bibeau orchestrated a terrorist attack here in the Parliament of Canada, a great symbol of democracy. During this attack, a brave young Canadian soldier was killed and four other people were wounded before this terrorist was shot. Then, we suffered three major jihadist attacks on the American soil in Garland, San Bernardino and Orlando, and one of these attacks was the deadliest since 9/11. But the United States, Canada as well as all of our allies will never surrender, we will work together diplomatically and militarily, reinforce our defense ties track terrorists wherever they are and catch them. That requires keeping our military strong, making are allies stronger and arming the right groups in the Middle East. While nations like Russia violate international rules and norms by pursuing aggression against Ukraine, the United States and Canada stand united, along with our allies, in defense of our collective security and values, which requires economic sanctions, keeping our forces ready for 21st century missions and standing with Ukraine through material, military and diplomatic support. Just like we did throughout our history, the United States and their allies, including Canada, will persist, fight back, prevail and triumph against our enemies. Freedom will triumph like it always did.

Our two countries have the common objective of ensuring North America's energy independence and that requires taking advantage of all of our sources of energies. America has taken a great engagement in terms of environment by linking our economic interests to our environmental objectives. Through increasing energy production, we can not only create jobs but also get the revenues from oil drilling, which a part will be invested in the development of renewable energies. That way, we can encourage economic growth and job creation while protecting the environment. That is not only an economic issue, it's also a national security issue because by getting to North America's energy independence, we can deprive terrorists of revenues from oil imports due to our energy dependence. That way, we will decrease their ability to organize and orchestrate terrorist attacks. So energy independence is crucial not only for our prosperity but also for our security.

As we all know, prosperity also comes from globalization and from open market. The right way to make our trade deals fair for our workers is to be the best place in the world to do business, which requires making sure that there won't be obstacles on business owners' way.

With the Trans-Pacific Partnership, we have the ability to not only open up these markets to U.S. and Canadian products and eliminate thousands of these unfair tariffs but it also gives us the opportunity to increase protections for workers and the environment, and promote human rights, including strong prohibitions against human trafficking and child labor. And that way our workers are competing on a level playing field, and our businesses are less prone to pursue a race to the bottom.

Free trade will boost free enterprise, which is the strength of our economies. It will also give international consumers a greater access to American products, which will be good news for our economies. Our ability to compete and innovate derives from its open markets and from the continual search for new markets through the expansion of free trade. Silicon Valley, which is bordering the Pacific Ocean and has a social and business ethos that supports innovation and entrepreneurship, represents a great example of this desire for innovation. Goods and services crossing borders favor new ideas and models and allow our producers to learn about the market through the failure and success of traded products. While learning more, they will be able to innovate in order to remain competitive. With its globalization effects, free trade will promote and reinforce democracy on the Pacific just as it happened in Indonesia in the 1990s. Free enterprise, globalization, human rights and democracy are all values shared by the United States and Canada and that's why Prime Minister Trudeau and I will work hard together to defend these values for the sake of our prosperity as well as the preservation of democracy in the world.

As Prime Minister Pierre Trudeau once said, "A country, after all, is not something you build as the pharaohs build the pyramids, and then leave standing there to defy eternity. A country is something that is built every day out of certain basic shared values." Our two countries are blessed, fortunate and privileged to have a people who built these extraordinary countries of ours and to have the opportunity to build a better and brighter world where everything will be possible. And as we go forward together, on that freedom road, let's stay true to the values that make us who we are, Americans and Canadians, allies and friends, now and forever.

Thank you very much.

[All deputies as well Prime Minister Trudeau applauds]

Marco Rubio's Presidency
March 2017, Part 1

President Rubio's job approval rating :
Approve : 65 %
Disapprove : 26 %
Unsure : 9 %

March 1 :
-After years of slow economic recovery, a new jobs report indicates that 302 000 jobs were created in February and that the unemployment declined from 5.6 % to 5.3 %.

March 2 :
-The Syrian Armed Forces retake control of the Syrian city of Palmyra from ISIS.

March 3 :

-President Marco Rubio issues Executive Order 13773 to give his Secretary of Homeland Security Rudy Giuliani the mandate to increase the FBI's counter-terrorism budget and to reinforce security measures as well as the Patriot Act in order to prevent terrorist attacks on the territory of the United States. A Senate vote will be held next month on a potential reinforcement of the Patriot Act. A congressional approval of this policy seems to be more than likely due to the Republican majority in both Houses of the Congress.

March 10 :

-President Rubio announces the deployment of 115 000 U.S. troops in Syria and Iraq to fight and defeat ISIS.

-Meanwhile, the United Kingdom stated that 35 000 British troops will be sent in Syria and Iraq while France will deploy 20 000 soldiers, Germany 5000 soldiers, Italy 4000 troops, Greece 3000 troops, Australia 2000 soldiers, Canada 5000 soldiers and Turkey 30 000 troops. In total, 52 countries joined the United States in the reinforced military campaign to defeat ISIS in the Middle East.

March 11 :
-President Rubio issues Executive Order 13774 in an effort to improve America's education system by promoting school choice to give positive results for lower-income Americans such as lower education costs for families, including immigrant families living paycheck to paycheck, production of higher outcomes, in contrast to public education. It is aimed at helping parents to guide their children out of poorly-performing schools assigned by zip code and grant them better education elsewhere. It will expand opportunities for low-income students—especially minorities—to attend high-quality schools that would otherwise be accessible only to high-income families, thus giving them a fair chance of succeeding and entering the workforce.

March 13 :

-President Rubio issues Executive Order 13775 to increase the U.S. efforts to provide military training as well as military equipment to the Kurds and to Syrian rebels and to establish background checks on Syrian rebels before arming them, which will allow the U.S. authorities to learn more about them and about their backgrounds and their connections, thus helping the United States to make sure they will arm only anti-terrorist forces and deprive Middle Eastern groups that are secretly fighting for terrorist groups like ISIS, Al Qaida, Al Nosra, etc. of weapons.

March 14 :
-Fierce debates in the Senate over the potential replacement of the Obamacare by the Rubiocare. Bernie Sanders argues that many Americans will deprived of their health coverage under that plan while Cory Gardner argues that it will, in contrast, reinforce it through the reduction of the fiscal burden on the American people. The vote in the House is scheduled to be held in March 29 while the Senate vote, if Rubiocare passes the House, will be set a week later on April 5.

March 15 :

-In the U.S. Senate, John McCain introduces a bill that would approve the integration of Montenegro and Georgia into the NATO and would make these two countries new members of NATO. The opponents of this bill argued that it would increase tensions with Russia while the supporters argued that it will increase pressure on Russia for its actions in the Middle East (especially Ukraine) and make the fight against terrorism easier due to these two countries military powers and to Georgia's strategic geographical position in proximity with the Middle East. The Senate unanimously supports the bill with 98 YEA votes. The only senator to vote NAY is Rand Paul. So Montenegro and Georgia will likely officially become new NATO members at the NATO summit set on May 25 2017.

I'm very impressed with the Rubio Presidency thus far. If his JA stays high expect him to campaign for Republicans in the VA Governor Race as well as in the 2018 MidTerms where Republicans could have a shot at a Super-Majority in the Senate.

Yes, of course. And that will start with the special election at South Carolina's 1st Congressional district on April 11 2017 to fulfill Mark Sanford's congressional seat after he was appointed South Carolina Senator to replace Lindsey Graham who became Secretary of State in the Rubio Administration.

President Marco Rubio adresses the nation from the Oval Office about U.S. military action against ISIS
My fellow Americans, global terrorist threat has become stronger than ever before. Over the last few years, ISIS threatened our liberty, our democracy and our values. They are killing Americans and other innocent people around the world for defending the values these people believed in. That is why we must never surrender to terrorists. But there are some leaders like Bachar el-Assad who are complicating our fight against ISIS. Last December, the Assad regime committed one of the most serious war crimes we've ever known. The Syrian Air Force bombed the water sources of the Syrian city of Wadi Barada in December 2016 in an effort to claim that the local Syrian rebels sabotaged or demolished the Wadi Barada water supply, thus depriving the towns throughout the Rif Dimashq Governorate of drinking water. This corrupt regime is slaying its own people through all matters. But that is committing geopolitical suicide because it only makes the fight against ISIS much more difficult than it already is and will only make the terrorist threat permanent. Assad's oppressive measures that are slaying its own people will push more people to radicalize themselves and to join terrorist groups, including ISIS. We saw such kind of situation in Egypt in the last few years. So my fellow Americans, in response to Assad's war crime and to the growing threat imposed by ISIS, the United States will take military action against ISIS in Syria and Iraq. But we are not alone in this upcoming fight. Our allies, including Canada, France, United Kingdom, Germany, Italy, Greece, Australia, New Zeland, Poland, Saudi Arabia, Israel and Turkey, are joining us in this fight. Together we're going to defeat ISIS. They are no match against America's military power, the strongest one in the world. We're going to defeat ISIS by tracking and striking them wherever they are, by arming the right groups in the Middle East through background checks, by securing ISIS' oil refineries that are used by ISIS to finance and organize their terrorist activities. By surrounding their territory, the Coalition we are soon to form as well as our Iraqi allies will defeat ISIS on two fronts just like we defeated Hitler in two fronts during World War II. Our priority will be the track of Abu Bakr al-Baghdadi. We're going to find him and bring him to justice. After defeating ISIS, we'll have to ensure regime change in Syria for the crimes committed by Assad. That is required to ensure Syria's stability because it will make the fight against ISIS and other terrorist groups easier because Syrians will have reclaimed their trust towards their government thanks to the restoration of freedom, democracy, integrity and justice. By removing Assad, we will give Syria back to Syrians. We're going to have to make sure that the people of Syria will take the responsibility of its country's defense, security and future, which requires Syrian troops' readiness to face and defeat any kind of threat, including radical Islamic terrorism. By defeating ISIS and restoring democracy in Syria, the Middle East will never be a safe haven of terrorism that will keep being used as a springboard to launch terrorist attacks in the United States and anywhere in the world and the Mediterranean Sea will never be a terrorist lake. Our values of freedom, democracy and security will be defended if we promote peace through strength. And peace through strength is the key to our total victory against this evil called radical Islamic terrorism as well as the key to liberty and justice for all. Thank you. God bless you and God bless America.

Marco Rubio's Presidency
April 2017, Part 1

President Rubio's job approval rating :
Approve : 67 %
Disapprove : 26 %
Unsure : 7 %

April 1 :

-The Supreme Tribunal of Justice (TSJ) of Venezuela took over legislative powers of the National Assembly. The Tribunal, mainly supporters of Dictator Nicolás Maduro, also restricted the immunity granted to the Assembly's members, who mostly belonged to the opposition. The dissolution was termed as a "coup" by the opposition while the Organization of American States (OAS) termed the action a "self-coup". The decision was condemned by some media outlets with analysts characterizing the move as a turn towards authoritarianism and one-man rule. Politicians throughout the Americas, as well as leaders from the United Nations, expressed concern with the decision and demanded its reversal, though the Venezuelan government stated no coup had taken place and instead justified its decision as a reaction to "coup-like actions" allegedly performed by the opposition. As a result, protests increased into the most combative since a wave of unrest in 2014" resulting from the crisis.

April 2 :

-The U.S. along with their French, British, Canadian, Australian, German and Turkish allies as well as the Syrian Democratic Forcesn (SDF) launched airstrikes on ISIS' defenses and arsenal in the city of Raqqa and started the siege of the Raqqa. The battle of Raqqa is strategically crucial since this city is ISIS' de facto capital.

April 3 :
-President Rubio meets with Egyptian President Abdel Fattah el-Sisi at the White House, praising Sisi's leadership and offering continuing support for Egypt's anti-terrorism measures.

April 4-5 :
-The Coalition frees all of ISIS-controlled cities located in the north of Deir ez-Zor.
-Abu Khattab al-Tunisi, ISIS' high command member and commander of eastern Raqqa, is killed by U.S. troops in Raqqa.

April 5 :

-Through intensified airstrikes, bombardments from their tanks and airdrops of soldiers in the cities of Al-Busayrah, the Coalition forces forced the local ISIS fighters to surrender, thus handing another victory for the Coalition. 564 jihadists were killed during the battle.

April 6 :
-The Senate votes in favor of repealing Obamacare and replacing it by the Rubiocare, a more free market system that notably reduces the cost of having access to health services as well as the fiscal burden on taxpayers who won't have to bailout health companies anymore. The Rubiocare obtained 55 YEA votes over 44 NAY votes, which allows the Republicans to accomplish the Rubiocare's path in the Senate. We'll have to see the results of the vote in the House of Representatives next week but the new law has decent chances to pass due to the strong Republican majority.

April 7 :
-In order to stop the Assad regime to launch airstrikes against the Kurds and against moderate Syrian rebels, which would undermine their efforts to defeat ISIS, the United States and their allies decided to establish a no-fly zone in Syria.

April 8-11 :
-The U.S. armed forces and the Kurds captured all the cities located between Al-Busayrah and Markada.

April 9 :

-In an effort to boost America's agriculture industry, Iowa Senator Joni Ernst introduces the American Agriculture Vitality Act that would repeal burdensome regulations on farmers and ranchers, undo the Environmental Protection Agency’s Waters of the U.S. Rule, end the death tax, allow farmers and ranchers to immediately write off the cost of new machinery and equipment (which would raise wages and boost investment dramatically), oppose new taxes on energy, unleash American energy production and bring down energy costs for farmers and curb overregulation.

April 10 :

-President Marco Rubio campaigns for Republican candidate Van Hipp in South Carolina's 1st congressional district and promotes him by underlining the accomplishments of his administration, notably stronger job creation, decline of the unemployment rate from 5.6 % in January to 5.2 % today, stronger military and the military intervention against ISIS. He also cites Hipp's foreign policy expertise since he served in the U.S. Army during the Gulf War he's the author of The New Terrorism: How to Fight It and Defeat It and was also once the Principal Deputy General Counsel of the Navy. The President of the United States argues that such expertise is needed to help him to accomplish his agenda of peace through strength with astronger military, stronger American leadership and victory against ISIS ang global terror.

April 11 :

-Van Hipp easily wins the special election in South Carolina's 1st congressional district, defeating Democrat Archie Parnell with 59 % of the vote over Parnell's 41 %. So Van Hipp will fulfill Senator Mark Sanford's vacant congressional seat.

April 13 :

-The House of Representatives approves the passage of Rubiocare to repeal and replace Obamacare with 248 YEA votes, 184 NAY votes 3 abstentions. Later, the law is signed into law by President Rubio, which officially marks the implementation of Rubiocare.

April 14 :

-After almost two weeks of siege, the Coalition defeats ISIS in Raqqa after securing Raqqa’s city centre, thus forcing the remaining jihadists to surrender. Approximately 4556 jihadists as well as 354 Coalition soldiers were killed during the battle of Raqqa. As a result, ISIS is demoralized and disorganised after the loss of its de facto capital. Following the loss of Raqqa, ISIS declared Mosul as its new de facto capital. Following the loss of Raqqa, ISIS declared Mosul as its new de facto capital.

April 15 :
-After the loss of Raqqa, ISIS decided to send reinforcements to Syria from Iraq in order to defend its Syrian territory, but it divided and weakened the terrorist organization’s defenses on all the corners of its territory that is surrounded by the Coalition’s armed forces.

Marco Rubio's Presidency
April 2017, Part 2

April 16 :
-The Senate approves Senator Ernst's American Agriculture Vitality. The vote in the House is set next week on April 23.

April 17 :

-The Turkish Navy bombards the ISIS-controlled cities of Mayadin and Al-Quriyah, thus killing a great number of jihadists and diminishing these cities defenses, which clears the way to a military offensive by American, French, British and Turkish armed forces in these two towns.

April 18-19 :
-The Allies managed to capture both Mayadin and Al-Quriyah.

April 19 :

-In Venezuela, Maduro's tyrannical and opressive policies as well as the socioeconomic crisis Venezuela is suffering due to high inflation, to price controls and to the decline of Venezuela's oil industry, triggered a series of protests all around the country. Protesters reclaimed regime change in Venezuela and the democratization of their government. On April 19, 6 million of civilians orchestrate the Mother of All Marches that resulted to the death of 3 protesters killed by the Venezuelan police while 62 people are injured. In addition, 521 protesters are arrested. The international community condemned the Maduro regime's oppressive measures.

-President Rubio speaks with Colombian President Juan Manuel Santos and then with Brazilian President Michel Temer on the phone. They all agree to increase sanctions on the Maduro regime and to impose an embargo on Venezuelan oil in order to fragilize the Maduro regime and to support the opposition.

April 20 :

-President Rubio calls on the Congress to approve the passage of additional sanctions against Venezuela as well as an embargo on Venezuelan oil, stating that « we can't afford to let the Venezuelan people to be held in hostage by a regime that not only oppresses them but also provides financial aid to terrorist groups like Hezbollah. »

-The U.S. Army launches the siege of the Syrian city of Al-Bukamal, located close to the Syria-Iraq borders, in order to cut ISIS’ connections between the two countries and to deprive ISIS of supplies from Iraq.

April 21 :

-In order to defend Al-Bukamal, ISIS decided to strike back by deploying reinforcements composed by a convoy of 5000 jihadists there. But 60 American and Iraqi warplanes launched airstrikes against this convoy, thus killing over 4000 of these ISIS fighters and dispersing the survivors. ISIS’ counter-offensive has failed.

-The Congress votes in favor of increasing the FBI's counter-terrorism budget and of reinforcing the Patriot Act in order to prevent terrorist attacks on the territory of the United States.

April 23 :
-After ISIS jihadists in western Iraq have wasted most of their fighters in their unsuccessful attempt of launching a counter-attack to defend Al-Bukamal, they are exposed to intensified military offensives by the Iraqi Armed forces and by the Peshmerga. During this offensive, they lost the Iraqi city of Al-Karabilah as well as all the cities and villages neighboring Al Qa’im.

-The American Agriculture Vitality in the House of Representatives and is signed into law by President Rubio.

-In the context of the 2017 French presidential election, Emmanuel Macron, leader of the movment En Marche! (centrist), and former Prime Minister François Fillon, the presidential nominee of The Republicans (right), emerged as the winners of the first round of this election marked by a context of high unemployment (around 10 %), of major terrorist attacks in Paris and Nice. Macron finishes first with 27 % of the vote over Fillon's 21 %. Marine LePen, the leader of the National Front (far-right), was likely to be qualified for the second round for a while, but surprisingly Fillon narrowly edged her by only less than one percentage point. LePen's failure must be due to the decline of the international populist wave of 2015-2016 over the last year, a tendency caused partly by Marco Rubio's victory in the 2016 GOP primaries and in the 2016 U.S. presidential election, by the promotion of free trade through tax reform and by the drastic decline of ISIS through the Western military intervention in Syria and Iraq.

However, the National Front received its best results with 20.4 % of the vote while La France Insoumise also stunned the international press with 19 % of the vote. The Socialist Party, the party of incumbent President François Hollande, received its worst results as Socialist candidate Benoît Hammon received only 6 % of the vote due to Hollande's unpopularity and to high unemployment.

Macron currently leads Fillon with 65 % of the voting intentions over Fillon's 35 %. His opponent's poor performance is due to the fact that Fillon employed family members in possibly fictitious jobs in a series of politico-financial affairs that came to be colloquially known as "Penelopegate", and to the abolition of community policing between 2007 and 2012 by the Fillon government, which diminishes Fillon's national security credibility in a time of terrorist threat.

April 24 :

-The Marines freed Al-Bukamal from ISIS’ occupation, thus cutting the jihadist organization’s connection between Syria and Iraq. 3434 terrorists and 124 Coalition soldiers were killed during the battle.

-President Rubio holds a press conference at the White House during which he talks issues like the progress of the fight against ISIS in Syria, the Venezuelan crisis and the results of the first round of the 2017 French Presidential election.

Does President Rubio have a Plan for Syria once Assad is removed? Don't get me wrong: Assad is bad and should be removed but we don't need another Civil War in Syria like we had in Iraq after Saddam Hussein was removed by President George W. Bush.

This could work for President Rubio or not? If he has real Plan restoring Democracy to Syria Rubios Approvals will stay high. If it turns to a Civil War after Assad is removed Rubios JA will plummet I predict.

To promote his co-sponsored bill, Senator Kirk argues that ISIS is leading cyber-attacks against our country and our allies since the last few years  and that ISIS hackers have tried to penetrate computers that regulate the America’s electricity grid, discussed about a plan to crash passenger jets by hacking into on-board electronics and debated on triggering a lethal nuclear attack against the United States by sending rogue commands to nuclear power plants. The Senate will vote on this bill on May 6. Should it pass the Senate, the vote in the House is set on May 13.

April 30 :

-The Coaliton overpowers ISIS in Al-Jalaa and Hajin through the American military power as well through airstrikes, bombards from the Coalition’s tanks and warships. President Rubio's Press Conference at the White House

Journalist #1 : Mr. President, ISIS' territory in Syria is increasingly diminishing and their turf in Iraq is about to do the same. Do you believe we are close to the destruction of ISIS?

President Rubio : Yes, of course we are. We are making rapid progress. And I think we can eradicate ISIS in Iraq throughout the next month. And I also hope we are about to find and catch Abu Bakr al-Baghdadi.

Journalist #2 : Mr. President, do you have a plan for Syria once Assad is removed to ensure Syria's democratization and to make sure that this country doesn't finish like Iraq after Saddam Hussein was removed?

President Rubio : My plan for post-Assad Syria is to call on the International Community to make contributions for the reconstruction of Syria.

We'll have to build houses to give housing for all the people Syria as well as hospitals to give them the health care they need, groceries to give them more access to food and schools to give them the education they need to have a successful life and to make sure Syria's young people will be able to find economic opportunities and good-paying jobs. After securing oil refineries that were once used by ISIS to finance their terrorist activities, we are giving back to the Syrian people, which will make sure that their oil will be used for Syria's economic growth.

We'll also have to invest in the development of Middle East's resources with private investors to give Middle East people, including in Syria, access to their own resources, especially oil, nuclear and local agricultural products. We'll need to give Syrian armed forces military training if we want security and liberty to be permanent in this region and make sure the new Syrian army will be ready to face the enemy, to fight terrorism ensure their country's security.

And also, thanks to one of my Executive Orders that I issued last month, we are arming only rebels who are fighting ISIS, not those who could have secret ties with terrorist groups.

We also have to promote democracy there because with a democratic government, the fight against terrorism will be easier because the Syrian people will have reclaimed their trust in their government and Syria will be given back to Syrians instead of being led by a puppet of Vladimir Putin. Restoring democracy in Syria also requires making certain that the future Democratic government in Syria will offer a fair share for all ethnic groups in this country  (Arabs, Kurds, Syrian Turkmens, Assyrians, etc.) to be represented in the government and in Syrian politics notably through a fair share of lawmakers or deputies from every ethnic group because one of the reasons why the Kurds mobilized against Assad is because his regime was persecuting them. The moreover that Syrian rebels come from all of Syria's ethnic groups and that they are all making strong efforts to fight terrorism and tyranny in their country. A democratic Syrian government must represent all the Syrian people.

We'll have not only to promote democracy in Syria but also to expand trade with Middle East, which will be mutually beneficial because it will make America and it's companies competitive in this region and ensure job creation in America and in the Middle East as well, including in Syria. By promoting trade with Middle East, we can promote democracy and political freedom in that region through globalization, technology innovation and economic liberalization. Thanks to my plan, we're going to reduce, prevent and anihilate radicalization in Syria and all the Middle East and reinforce security and freedom there and Syria will be more prosperous than ever before.

Journalist #2 : Thank you.

Journalist #3 : As we all know, the Venezuelan crisis is intensifying. Would an embargo on Venezuela's oil accelerate the procedure to restore Venezuela's democracy?

President Rubio : Well, you know, oil represents 95 % of Venezuela's exports and with an embargo on it, we're going to deprive the Maduro regime of the revenues it is using to strengthen its power. It will force Maduro to assume its responsibilities in which his human rights violations are acts of suicide and do nothing but deepening the crisis while people are losing their jobs, their homes as well as their access to education and to food. The Venezuelan people is more than ever determined to realize change in their government in order to get Venezuela back on track through embracing free market and democracy. And just like us they are not tolerating the fact that they are led by a dictator who is providing financial aid to terrorist groups like Hezbollah, which will contribute to further terrorist threat. That's the Venezuelan people has the United States' full support in order to get to a fair and democratic future for them.

Marco Rubio's Presidency
May 2017, Part 2

May 16 :
-President Rubio holds a bilateral meeting and joint press conference with Turkish President Recep Tayyip Erdoğan.

-The Senate unanimously approves the SPACE Act. The vote at the House will be set on May 23.

-During a rally in Miami, Florida, President Rubio unveils his policy towards Cuba. He announces the reinforcement of the embargo against the Castro regime in order to accelerate the procedure of democratization of the island of his ancestors. Here are some parts of his speech.

President Rubio's speech on Cuba in Miami, Florida :

The policy of the previous administration meant that tyranny on Cuba would be permanent. Lifting the embargo like this will allow the Castro regime to earn more capitals that will be used to strengthen its power and to promote communism in Cuba instead of enriching the Cuban people and to give them a chance to find a job, to live free and to accomplish their dreams. More people are put in jail for speaking their mind and the Castro regime will hand America's foes a big favor and a big advantage. This regime is also using this money to help North Korea to evade the U.N. sanctions and ensure the development of its nuclear program and to ensure the maintainance of Russia's SIGINT Station in Lourdes that Russia could use to conduct intelligence operations against the United States.

Here are the conditions of a good deal : Cuba has free elections and freedom of press, stops putting people in jail for speaking out, kicks out the Russians from Lourdes, kicks out the Chinese listening station in Berupal, stops helping North Korea evading U.N sanctions, takes all those refugees of America justice. Then we can have a good relationship with Cuba. That's a good deal.

Gracias. Que Dios Bendiga el pueblo de Cuba. Que Dios Bendiga America.

[Crowd cheers and applauds]

May 17 :

-While Bernie Sanders has been campaigning for Rob Quist in the last few days for the special election in the Montana at large congressional district, President Rubio campaigns for Rob O'Neill and holds a rally in Billings, Montana, to speak on behalf of him.

President Rubio's rally speech :

Next week, the people of Montana has a choice to make. Ahead of you, you have a hero named Rob O'Neill. Sixteen years ago, America suffered the worst attack on its territory on September 11 2001 when Al Qaida killed 3000 Americans by hitting the World Trade Center and the Pentagon. But we fought back and we declared war against radical Islamic terrorism. Ten years later, during the Operation Neptune's Spear in Pakistan, our brave soldiers finally located Osama Bin Laden, the perpetrator of the 9/11 attacks, and our candidate Rob O'Neill killed Bin Laden, which was a great victory for America against Al Qaida and global terrorism. We are proud of O'Neill's patriotic service to our country.

In the last few years, the previous administration has increasingly retreated America from the fight against terrorism, which allowed ISIS to rise and to conduct several attacks against our allies and against us, including in Garland, San Bernardino and in Orlando. But my administration has taken strong measures to fight and defeat radical Islamic terrorism, including reinforcing our security measures, our military and our alliances. We reinforced our cybersecurity through information sharing between the federal government and the private sector and we are arming the right groups in the Middle East through background checks, thus depriving terrorists of weapons. Our troops as well as our allies are fighting ISIS on its territory and we are making strong and rapid progress against ISIS. ISIS has lost its entire Syrian territory and we are conducting an offensive towards Mosul. Just like Rob O'Neill killed Bin Laden, we're going to find and catch Abu Bakr al-Baghdadi. ISIS must and will be defeated, which requires defending our majority in the Congress in order to give us a formidable team of Republican lawmakers who will fight to adopt policies that will keep our military strong, keep America strong and safe and lead us to victory against radical Islamic terrorism. That's why I call on you to come out next week and to elect Rob O'Neill as your next Congressman.

Thank you. God bless Montana and God bless the United States of America.

[Crowd cheers and applauds]

May 18 :
-President Rubio holds a bilateral meeting and joint press conference with Colombian President Juan Manuel Santos.

-The Coalition starts the siege of Mosul.

President Marco Rubio's speech in Joint Press Conference with President Emmanuel Macron at the Élysée Palace in Paris, France on May 24 2017

Good afternoon, ladies and gentlemen.  Thank you very much, President Macron for your wonderful hospitality. Jeanette and I are thrilled to join you and Mrs. Macron.

As President Macron said earlier, this year will mark the commemoration of the 100th anniversary of the American troops joining World War I with the allies in France. This historic alliance and friendship between the United States and France is strong and unbreakable. It is based on common interests such as defending freedom and democracy in the world, fighting radical Islamic terrorism, ensuring international security, promoting economic freedom as well free trade and ensuring a clean environment.

We can fulfill our goal of free and fair trade through the promotion of free market and tax reform. That's what I did after my inauguration by reducing our corporate tax rate in half and lowering taxes on the manufacturing industry. Now we are witnessing the successful effects of this policy. If it worked, it can work again and we can pursue our common quest for open markets in the world and reinforce the U.S.-France trade relations, which will be beneficial for our economies. President Macron and I are sharing the belief of a stronger prosperity through the reduction of the fiscal burden and the promotion of economic freedom, free market and free enterprise because we both know that prosperity requires making our countries a stronger business-friendly environment. These are all elements of freedom and democracy.

Even though we have some disagreements on climate, my administration is taking considerable measures to find common grounds in terms of environment through the exploitation of our energy resources and through our pledge to use a part of the revenues from oil production to invest in the development of renewable energies, which will encourage both job creation and clean environment.

As long as we have pride in who we are, where we’ve come from, how we got here, and what we’ve achieved as free and democratic nations, then there is nothing we cannot accomplish together.

France helped us secure our independence and was the first country to recognize our independence. In the American Revolution, thousands of French soldiers fought alongside American troops so that, as Lafayette said, liberty would have a country.  Ever since then, courageous heroes from both nations have fought for the same noble values and the same righteous cause. During World War I, we joined France and our other allies to fight and defeat the Triple Alliance. During World War II, Nazi Germany occupied France and imposed its murdering terror and oppression to this country. But the United States once again stood with France and our other allies by engaging in this war and our brave soldiers cleared the way to victory against the Third Reich through the Normandy landings in 1944. We freed France and the entire European continent. Thanks to the Marshall Plan, we rebuilt Europe, including France, thus preventing this continent from turning to communism and to be opressed by the USSR. Both the United States and France joined NATO and we and our other allies managed to overcome our national security challenges and to ensure freedom's victory in the Cold War through strong diplomacy and strong military power, we stopped Saddam Hussein from occupying Kuwait in 1991 and we stood together in the War on Terror after 9/11.

Today, our values, our freedom and our democracy are threatened by ISIS. Both the United States and France suffered terrorist attacks orchestrated by ISIS on our national territories. Radical Islamic terrorists are attacking us for the values we believe in such as freedom of speech, freedom of press, freedom of religion, gender equity, etc. Two and a half years ago, an ISIS jihadist killed 11 people at Charlie Hebdo headquarters, which was an offense against freedom of speech and freedom of press. We are Charlie! In November 2015, ISIS stroke France again by orchestrating bombings that killed 130 people here in Paris. Last year, while France was celebrating freedom on July 14th 2016, another attack by ISIS killed 86 people. ISIS also attacked our people and killed Americans in our national territory. We saw it in Garland, San Bernardino, Philadelphia and Orlando. But we will never surrender against terrorism. So once again, the United States and France joined together in the fight against the enemies of freedom and democracy and engaged in the fight against radical Islamic terrorism. We took remarkable measures to fight ISIS such as stronger cybersecurity through informtion sharing. We reinforced and modernized our militaries, we are strengthening and expanding our alliances, our troops are tracking, fighting and striking terrorists on their territory that is diminishing, we are depriving ISIS of revenues from the drilling of their oil refineries by securing them, we are arming the right groups in the Middle East through background checks. Thanks to our military collaborations with our allies, including France, we are about to win this war against ISIS and to obtain total victory against radical Islamic terrorism. Together, we and our allies are depriving Iran of the money they need to fund terrorist groups by strengthening sanctions against Tehran. Nuclear represents 75 % of France's energy production. Iran should follow France's example and use their nuclear energy to create jobs for Iranians, not to sponsor terrorism and to build nuclear weapons. Together, Americans and French will stand with our Eastern European allies against Vladimir Putin's expansionist policies and provide them all the arsenal they need to defend their countries, to stop Putin's insanity and to hand victory for freedom, democracy and territorial integrity.

Tommorrow, at the NATO summit in Brussels, President Macron and I will meet our NATO allies and together we're going to adopt all the measures we need to defeat radical Islamic terrorism and to stop Russia's invasion of Eastern Europe. President Macron and I both know that only together, we can make the world brighter, better, freer, fairer, safer and more prosperous. Only together, we will successfully defend our values and ensure the victory of freedom and democracy.

Thank you. May God bless France and may God bless America.

[Crowd cheers and applauds]
