Prediction: The heavy-hitters of the Democrats won't run, and they'll nominate a sacrificial lamb to lose to Rubio.

Question: How has former Rubio opponent Hillary Clinton viewed Rubio's presidency? She strikes me as the type to admit when her former opponent is doing something right, (pretty much only with regards to Rubio's foreign policy but still I'm curious)

While Clinton has different views than him on health care, taxes, energy and environment, she praised President Rubio's foreign policy that eradicated ISIS in Iraq, Afghanistan, Pakistan, Yemen and North Africa and almost in Syria and contributed to the operation that killed Abu Bakr al-Baghdadi. She also praised President Rubio's move to reform America's immigration system as well as his ability to find common grounds on free trade by promoting free trade while also cutting taxes for America's manufacturing industry.

I got to wonder if we see a Photo-Op of President Rubio with former SoS's Clinton & Kerry during the next two years on a big Foreign Policy Initiative. That would make Sanders pretty mad I would think.

Mr. Speaker, Madam Vice President, Members of Congress, distinguished guests, and fellow Americans : every year, we can't stop thinking about the future. And this year, it's clear that we can do it with great optimism and enthusiasm. Last year was a year of great reforms and successes for America.

We are living a time of prosperity. Thanks to our efforts, thanks to the promotion of free market, free enterprise, lower taxes, energy independence and free trade, we created over 9 million new jobs and we brought our unemployment rate at its lowest rate in 50 years.

Our first goal is to make America the best business-friendly environment in the world. And that's we are doing since the last 2 years by cutting taxes for all Americans and for all businesses and by lowering our corporate tax rate. Last year, we took bold actions in order to boost America's infrastructures by encouraging fiscal responsibility, by reducing the federal gasoline tax, by turning back control of the highways to the states and by promoting public-private partnerships in order to fund infrastructure programs here in America. Several private businesses, including James Group International, HNTB Corporation, AECOM and Jacobs Engineering Group, partnered with the U.S. Department of Treasury in order to develop new infrastructures around the country. As a result, we will reinforce the dynamism of our country as well as innovation, we're going to facilite our nation's economic activities and we're going to convince our future business owners that America is the best place in the world to do business, which will further encourage job creation thanks to the ingenuity and entrepreneurship of the American people.

Our second goal is to make America energy independent and we are about to accomplish this objective by the end of this year. Last year, we opened our coasts to offshore drilling and by building a transcontinental pipeline, we facilitated oil transportation. We are about to invest a part of the revenues from oil drilling into the development of renewable energies, including solar, wind, nuclear and hydroelectric energies. America is now finally taking advantage of all of its sources of energy.

This will not only encourage strong job creation for this country without any increase of taxpayers' fiscal burden or our businesses' fiscal burden, but it will also give the world a clean environment thanks to a reduction of air pollution and thanks to an improvement of America's ecological footprint.

[Applause]

Our third goal is to reinforce our trade ties with our allies around the world. Last year, we ratified a new free trade deal that now includes all of the Americas, the American Continental Free Trade Agreement. As a result, we further reduced our tariffs, we further reduced the price of American products, we reinforced our trade relations with Latin America, we allowed our country to counter-balance China's trade power. America has reinforced its status as the nation with the greatest trade power in the world.

And by promoting free trade with Latin America, we gave our businesses, including Hispanic small businesses in the United States thanks to language opportunities and their fluency in Spanish and English, new opportunities to innovate, to increase their competitiveness, to get new consumers by giving them access to American products, to create jobs in our country and ensure their business' expansion. Thanks to their bilingualism, they raised to a dominant position among the importers, exporters, translators and executives who ensure such a cultural and commercial exchange.

Together, Republicans and Democrats alike, put our differences aside and worked together in order to get things done. We successfully reformed our immigration system, which gave immigrants all across this country the chance to earn U.S. citizenship, to raise their families, to find good-paying jobs, to prosper and to live the American Dream. Last year, we made strong progress in the fight against terrorism. We further put terrorists on defense by reinforcing our military as well as our security measures, our homeland security and our alliances and by providing our allies all the necessary military, material, training and intelligence support they need, we eliminated ISIS and Al Qaeda in Egypt just like we eliminated Tahrir al-Sham in Syria.

We successfully orchestrated a major pivot of our foreign policy to the African continent, a strategic area where we not only developed our economic ties with our local allies and prioritized the fight against AIDS but also increased our efforts to fight radical Islamic terrorism there.

After Boko Haram's failed attempt to take control of Niger's uranium in order to build nuclear weapons or weapons of mass destruction that they would have used against us, we created the Countering Weapons of Mass Destruction Office in order to counter attempts by terrorists or other threat actors to carry out an attack against the United States or its interests using a weapon of mass destruction by supporting operational partners in closing capability gaps along adversary pathways and by investing and developping innovative technologies to meet partner requirements and improve operations. As a result, we stopped nuclear terrorist attacks from being triggered, thus reinforcing international stability and security.

And for these two purposes and also for the sake of international peace, we increased economic and diplomatic sanctions against any nation, firm or individual doing business with rogue nations like North Korea and Iran or sponsoring global terrorism.

[Applause]

Thanks to Japan's decision to remilitarize itself in order to counter North Korean nuclear threat, we further increased the pressure on Pyonchang and we will get to a non-nuclear North Korea and to a stabilized and peaceful environment in the Pacific Ocean.

[Applause]

By standing with our allies in Eastern Europe and by reinforcing our missile defense program there, we made strong progress against Russia's agression. Our Ukrainian allies defeated the pro-Russian terrorist insurgency in eastern Ukraine and this nation has retreaved its territorial integrity as well as its sovereignty over Crimea, which restored peace, security, stability and freedom in Eastern Europe.

The last year has been a great one for democracy. In 2018, Syria has elected its first democratic government that is now increasingly taking responsibility of Syria's national security thanks to the support we are giving them with regards to Syria's reconstruction and to the fight against radical Islanic terrorism. Zimbabwe elected its first democratic government, the same for Venezuela whose people decided to turn the page from 20 years of dictatorship, corruption, terror, economic stagnation and inflation. And now in Cuba, the country my ancestors came from, the Cuban people is about to elect its first democratic government. We are about to normalize our relations with Cuba and our two nations will become great partners in the fight to promote democracy, human rights and economic freedom and to combat terrorism, crime and corruption.

Together, as Americans, we are determined to overcome our challenges, abroad and at home, and that requires putting our differences aside and putting partisanship aside in order to get things done. We are a people that has faith not only in freedom but also in gender equity, freedom of religion, the right to self defense and freedom of speech. But only together we can defend these precious values, get America to permanent prosperity and to peace through strength. So I call on the American people, Republicans, Democrats and Independents to work together in order to get things done for the good of the American people and for the sake of America's future. Hickenlooper ain't going to win the Presidential Primaries against some liberal Socialist like Sanders or a liberal Tax & Spent Hawk like Warren. He is too conservative especially for Democratic Primary Voters in the Northeast.

I hate to be nitpicky, as this is an amazing timeline, but I am very confused on the economic data. These are the following months that you have provided job creation numbers for:

The average for all of these months is 254,060, so if we fill in the gaps for which data is not provided we get this:

When we use those values to measure cumulative job growth, the total comes to 6,605,560 (which is very good, don't get me wrong), not 9 million:

Also, just for realism, the US economy in OTL requires 145,000 jobs created per month to keep unemployment from increasing, as the size of the labour force increases by that amount every month. Considering that working-age population growth and labour force participation is rising due to Rubio's policies, this number would be even higher. If I were you, I would probably retcon so that the average job creation is ~350k-400k per month (and perhaps stick a September 1983 in there for the hell of it to show how much the recovery is accelerating)

In my opinion, the 9 million includes the jobs created in the months I did not indicate the number.

It also helped us to boost our automobile industry thanks to lower costs for our American cars and energy independence. As a result, America is number one in auto production again. In the last three years, we made America safer than it ever was. We demonstrated that the world is better, safer and freer when America is the strongest military power in the world. By increasing our defense budget, we rebuilt our national defense, we reinforced our military, our troops' readiness and our alliances, we armed the right groups in the Middle East through background checks on them and we made strong progress against radical Islamic terrorism by going after terrorists and striking wherever they are, including in Syria and Iraq and thanks to our military strength we freed all of ISIS' territory and several ISIS leaders, including Abu Bakr al-Baghdadi, are killed, thus reinforcing our national security and bringing strong defense to our values sich as democracy, freedom, gender equity and freedom of religion. We restored democracy and freedom in Syria through our efforts to reconstruct this country and to train their new armed forces, we are finally bringing permanent stability, peace, freedom, prosperity, integrity and justice in the region. By combining our forces with India's and Pakistan's, we eradicated ISIS and Al Qaida in Afghanistan and Pakistan. Thanks to our military and intelligence efforts to combat terrorism, we eliminated ISIS in North Africa, in Egypt, in Yemen and we recently defeated Al-Shabaab. But this fight is not over and that's why we must keep fighting radical Islamic terrorism until this evil is totally defeated. We stopped Iran from getting the necessary capitals for the development of a nuclear weapon and reduced their ability to sponsor terrorist groups by abolishing the Iran nuclear deal and reinforcing sanctions against this nation that is none other than the world's largest state-sponsor of terrorism. By standing with our allies in Eastern Europe and by providing them all the necessary military, material and intelligence support, we strengthened Eastern Europe's stability and territorial integrity against Vladimir Putin's agression, including in Ukraine that has restored its sovereignty on Crimea thanks to the courage and genius of Ukrainian troops and our military advisers. We successfully faced the North Korean nuclear threat by imposing sanctions on international firms that were used as financial intermediaries to Kim Jong-un's regime as well as sanctions on North Korea's crude oil supply and by reinforcing our military presence on the Pacific. This threat must not only be contained. May 1 :

-After President Rubio announced his candidacy for a second term as President of the United States, a new CNN/ORC poll showed that the incumbent President is leading any generic Democratic opponent with 59 % of the vote. In a match-up against Bernie Sanders, he would win with 57 % of the vote over the Vermont Senator's 38 %. With Cory Booker as the Democratic nominee, President Rubio would be beating him with 59 % of the vote against 40 % for the New Jersey Senator while he would defeat Tim Kaine 58 %-41 %. According to this poll, Elizabeth Warren would be the Democratic hopeful making the worst performance against Rubio with 36 % of the vote while the President would get 62 % of the vote.

May 3 :

-Following a recent report according to which the last remaining pockets of Afghan Taliban would be attempting to attack and take control of uranium reserves in Uzbekistan due to this country's abundance in uranium, President Rubio speaks with Uzbekistani President Shavkat Mirziyoyev, calling on him to reinforce the Uzbekistani Army's presence around these reserves in order to reinforce security there and defend them against a possible attack by the Taliban who could take these uranium reserves to build nuclear weapons or WMDs in an attempt to launch nuclear terrorist attacks against the United States and their allies. Mirziyoyev followed this advice and orders a reinforcement of military presence around Uzbekistan's uranium reserves.

May 4 :
-In the context of Cuba's democratization, Secretary of State Lindsey Graham starts a foreign trip in Latin America as the Organization of the American States will hold it's 48th summit in Rio de Janeiro from May 16-20 about Cuba's future. He first landed in Mexico City, Mexico where he meets Mexican President Ricardo Anaya Cortés. The Secretary of State declared that Cuba's democratization is a key to permanent freedom and prosperity in the entire American continent and to a further reinforcement of free trade relations between all the American states for the sake of prosperity for all American nations.

May 5 :

-As Cuba is about to hold its first democratic election next month, Republican Florida Senator Rick Scott and Democratic New Jersey Senator Bob Menendez introduce the American Peace and Prosperity Act that would end the American embargo against Cuba; remove sanctions against Cuba and Venezuela; remove these two countries from the list of state-sponsors of terrorism; reinforce security, military and inteligence partnerships to combat crime and global terrorism; reinforce trade relations between the United States, Cuba and Venezuela and authorize Cuba and Venezuela to integrate the American Continent Free Trade Agreeement (ACFTA). The Senate will vote on that bill on May 12 while the House of Representatives will do the same on May 15.

-President Rubio hosts Venezuelan President Leopoldo López at the White House where they discussed issues such as relations between the United States and Venezuela, economic ties, free trade, energy, human rights, democracy, Cuba and counter-terrorism.


-Secretary Graham makes a stopover in Bogota, Colombia where he declares that the end of tyranny and oppression in Cuba and Venezuela is a victory for international security since it deprived terrorist organizations like Hezbollah of arms provision from through state-sponsored terrorism orchestrated by the Maduro regime and since it deprived North Korea of allies like the Castro regime that helped Pyongyang to evade U.N. sanctions aimed at stopping North Korea from reinforcing its nuclear arsenal.

May 6 :
-After the Taliban's threat to target Uzbekistan's uranium reserves to get WMDs, the U.S., Indian, Afghan, Uzbekistani and Turkish air forces launched airstrikes against a Taliban base near the Afghanistan-Uzbekistan border, killing 70 jihadists.

-Secretary of State Graham visits Brazil where he calls for the end of the embargo against Cuba, for a reinforcement of trade relations with Cuba and Venezuela and for stronger security collaboration between all American states, including Havana and Caracas.

May 7 :

-President Rubio campaigns in Norfolk, Virginia where he highlights his foreign policy accomplishments as President of the United States, including his Administration's successful efforts to fight radical Islamic terrorism, efforts that decimated ISIS in Syria, Iraq, Afghanistan, Pakistan, Yemen, North Africa, Egypt and Somalia, eradicated Al Qaida in Afghanistan and Somalia and organized the successful military operation that killed ISIS leader Abu Bakr al-Baghdadi in 2017. Here are some excerpts of his speech :

All of these foreign policy successes were possible because of our efforts to reinforce our military and our security measures with a stronger defense budget, with a modernization of the U.S. military arsenal and with our efforts to strengthen our alliances and to arm the right groups through background checks. That is something the Democratic presidential candidates don't understand as they seek to cut our defense budget and our security measures and to reduce our military at its smallest size since World War I. Their program will bring us backwards and allow terrorists to reinforce rise again and to orchestrate terrorist attacks against us and our allies. We need to defend our freedom, our values and our security and that's what we are doing since 3 years.

Our victory against radical Islamic terrorism is imminent. Together, we're going to keep working with our allies and we're going to defeat global terrorism. Victory against terrorism is required for restoring peace, stability and freedom. As long as I'm President of the United States, we will have the upper hand against terrorists, Iran will never get a nuclear weapon. Instead, they will use their nuclear energy to grow their economy, not to develop ballistic missiles. That's how we're going to accomplish our path to peace through strength.

May 8 :

-President Rubio campaigns in Akron, Ohio where he underlines the strong economic growth brought by his Administration's tax cuts for all Americans, including the middle class, the doubling of the child tax credit, the promotion of oil drilling and production, the reinforcement free trade and the restoration of America's status as the best place in the world to do business through tax cuts for businesses, a reduction of America's corporate tax rate in half, which resulted to a 3.3 % unemployment rate and created eight and a half million new jobs. He pledged to pursue the leadership of the last three years in order to accomplish permanent prosperity for America.

May 9 :
-Thanks, notably, to the acceleration of the GDP and to the Rubio Administration's recent renewable energy policy that includes the use of a part of the revenues from oil drilling to invest into renewable energies, 350 000 new jobs were created in April. The unemployment rate decreased to 3.2 %.

-During a campaign rally in Detroit, Michigan, President Rubio praises the effects of his infrastructure policy that encouraged public/private partnerships to fund and develop infrastructure programs that will increase economic activities in America and encourage future business owners that America is the best place to start and expand their business, thus encouraging job creation.

May 11 :

-In the Arabian Sea, the U.S. Navy intercepted two Russian cargos carrying 250 tons of uranium to Iran apparently in an effort to provide Iran the necessary uranium to develop nuclear weapons. In fact this uranium shipment is sufficient for 15 nuclear bombs.


-In reaction to Russia's failed attempt to provide uranium to Iran, President Rubio accused Vladimir Putin of state-sponsored terrorism by increasing its uranium exports to Iran, the biggest state-sponsor of global terrorism. He calls on the Congress to adopt sanctions on Russian uranium exports to Iran in order to stop Tehran from getting the tools they need for Iran's nuclear arsenal.

May 12 :
-The Senate votes unanimously for the American Peace and Prosperity Act with all the 100 senators supporting this bill that has yet to pass the House of Representatives.

May 13 :

-Montana Governor Steve Bullock announced his presidential candidacy for the 2020 presidential election. He starts his campaign at the bottom of the Democratic primary polls with 3 % of the voting intentions among Democratic primary voters.

May 14 :
-Missouri Senator Ann Wagner introduced a bill to establish sanctions on Russia's uranium exports to Iran in order to stop them from getting a nuclear bomb. The Senate vote will be held on May 21 and the the House vote on May 28.

May 15 :

-The House of Representatives unanimously supports the American Peace and Prosperity Act that is later signed into law by President Rubio, thus ending the American embargo against Cuba; removing sanctions against Cuba and Venezuela; removing these countries from the list of state-sponsors of terrorism; reinforcing security, military and inteligence partnerships to combat crime and global terrorism; strengthening trade relations between the United States, Cuba and Venezuela and authorizing these two nations to integrate the ACFTA.

I went back and modified the jobs numbers to be around the 9 million figure by April 2019. Considering that tax reform passes in November 2017 and immigration reform passes in May 2018, the bulk of the growth in jobs acceleration will be in 2018 and 2019, with 2017 largely following OTL (with minor boosts due to regulatory reform):

The passage of Rubiocare would decrease healthcare economic rents and administrative costs, leading to lower job growth in the couple months following, however. Also, not much can be done about September 2017, when Hurricanes Irma and Maria wreaked havoc. In any case, these higher job creation levels would give us a jobs total of 8,675,660 by April 2019:

Considering that regulatory and tax reform would boost productivity growth (OTL 2017 productivity growth was 1.1%), we get the following growth rates in multi-factor productivity and non-farm payrolls (jobs):

This would give us output growth of 3.0% in 2017 and 4.7% in 2019, a figure that closely tracks GDP growth. A small boost in hours worked per capita (as more move towards full-time employment) would likely slightly increase 2017 GDP, while surging personal incomes due to Rubio's policies would boost imports, slightly decreasing 2018 GDP, giving GDP growth rates of 3.1% in 2018 and 4.5% in 2018, the strongest growth figures in 2 decades:

These are obviously all made up numbers, but it is always interesting to consider what could have been and what such strong jobs numbers would look like.

With the labour market as tight as it is in this scenario, however, inflation fears are going to be something to consider.

May 16 :
-In reaction to Washington's decision to end the embargo against Cuba, the three main candidates for the presidency of Cuba praised this move, declaring that Cuba is finally going on the right track to prosperity.

May 17 :

-Vice-President Haley campaigns for President Rubio in Las Vegas, Nevada where she woos Hispanic voters (a crucial voting group that their fellow Hispanic Marco Rubio won with 55 % of the vote in 2016) by highlighting the Rubio Administration's successful efforts to reform America's immigration system and to grant U.S. citizenship for immigrants across the country, thus strengthening the America Dream and boosting the economy with a larger workforce

May 18 :

-Thanks to the increase of security measures in France, the police of Rouen succeeded to stop a terrorist attack by ISIS militants from Mali planned to be orchestrated for the 75th anniversary of the Normandy landings on June 6. As a result, their plan to kill innocent people in Rouen at this occasion failed.

May 19 :

-New York Senator Kirsten Gillibrand declares 2020 presidential bid.

May 20 :

-During the 48th Summit of the Organization of American States, the OAS' General Assembly agrees to remove sanctions against Cuba and Venezuela due to their democratization.

May 21 :
-The U.S. Senate votes 96-3 for U.S. sanctions on Russian uranium exports to Iran.

May 22 :
-President Rubio holds a campaign fundraising event in Phoenix, Arizona.

May 23 :

-President Rubio campaigns in Colorado Springs, Colorado along with Colorado Governor Walker Stapleton on energy and coal, reminding voters that the end of the War on Coal by bringing unemployed coal miners back to the work force, by boosting job creation, by ensuring the development of clean coal technologies, by allowing America to take advantage of all of its sources of energy and to ensure access to heat for all Americans. He attacked Democratic presidential candidate John Hickenlooper's energy record as Governor of Colorado in which he signed executive orders increasing taxes and regulations on Colorado's coal industry. At this same occasion, President Rubio reminds that coal generates 70 % of Colorado's electricity and that a second war on coal is the last thing America needs for the sake of the economy and energy independence.

May 24 :
-President Rubio campaigns in California, especially in San Diego, San Bernardino, San Jose and Los Angeles, focusing on foreign policy and national security, highlighting his Administration's successful efforts to prevent a nuclear war with North Korea thanks to a rebuilding and reinforcement of America's military as well as of its presence on the Pacific Ocean, to a strengthening of America's defense alliances with its allies around the Pacific and to Jaapan's remilitarization last year.

May 25 :
-Vice-President Haley campaigns for President Rubio on in Minnesota on social security and health care, praising the effects of Rubiocare.

May 26 :

-New Jersey Senator Cory Booker announces his candidacy for the Democratic presidential nomination in 2020.

May 27 :

-The House of Representatives approves U.S. sanctions on Russia's uranium exports to Iran in order to deprive Iran of the necessary nuclear energy they need to develop nuclear weapons that would be aimed at attacking the United States and its allies. The bill introduced by Senator Ann Wagner is later signed into law by President Rubio.

May 28 :

-President Rubio, his family and the members of his Administration celebrate the President's 48th birthday at the White House.

May 29 :

-During a foreign trip in the Middle East, President Rubio and his Secretary of State Lindsey Graham visit Syria to observe the progress of Syria's reconstruction and of the fight against ISIS. President Rubio meets Israeli Prime Minister Benjamin Netanyahu, Syrian President Riad Darar, Turkish President Recep Tayyip Erdogan, Lebanese Prime Minister Saad Al-Hiri and Jordanian Prime Minister Hani Al-Mulki in Damascus, Syria where they all agreed to lead intelligence operations against the terrorist group of Hezbollah.
