Last question; where does the money come from?

The Federal Budget, this will not be paid for through cutting the APS nor through other programs. We'll need to have a serious discussion on the budget, but all this does is add .85 B onto the budget for a noble cause.

If you want me to support an increase in the budget, you need to cut the same amount somewhere else.

I am not going to backtrack and amend this bill when we have 14 hours left before it dies or goes into House limbo. The Budget is a separate issue. Vote Aye or Nay, but this is an issue that should've been brought to the Senate's attention or previously in the House's discussion, where I don't believe I heard any complaints on this.
