This is supposed to be somewhat of an omnibus bill that attempts to expand on a set of basic human rights for prisoners and the accused, create a better enforcement system for substance abuse, close Guantanamo Bay and eliminate the Foreign Intelligence Surveillance Act 2007.

For human rights this bill confirms the ban on torture, ensures that prisons are held to a basic standard of living and allows prisoners to be housed in a correctional facility that matches their gender they identify with.

The second part of this bill attempts to end the failed practice of throwing substance abusers in jail and instead places them in Rehab in hopes that we can dramatically cut instances of substance abuse in Atlasia. This section also adds a clause that would eliminate sentences with no chance at rehab.

The last section closes  Guantanamo Bay which has long past served its purpose, and repeals the Foreign Intelligence Surveillance Act 2007 which allows government warrantless  search  of telephone and email records of private citizens.

The amendment is not friendly in current form I will accept "2. The maximum criminal sentence in Atlasia shall be  changed too life in prison with no access to  parole for 30 years. All prisoners serving a life sentence with no chance for parole shall have their sentence commuted to having no access to parole for 30 years" as a compromise though.

I like this bill as well, and support the closing Gitmo. The only problem I have with it is section 1-4; a prisoner could say they identify with the other sex could only be doing that for reasons that will not be named.

I support the idea of the section, but I think it needs to be reworded to protect against people who would abuse the law.

Anyone want to address this?
If I made it contingent that individuals must live as the gender they identify with for at least a year before being housed in a correctional facility different then their birth gender, would you support that?
