The application fee and fines for undocumented immigrants in section 1 and also the visa auction system go toward funding most of the rest of the things in the bill.  That's what section 6 is about.  It depends on how many people take advantage of those programs, how much revenue is raised, but I'd anticipate it being more than enough.
