I'm a little confused on reconciliation.  Assuming Republicans use year 2018 to pass tax reform with no healthcare stuff, in order to bypass the Dem filibuster, then they say they could use year 2019 for Trumpcare sometime before/after the election.  Are they allowed to do that?  I would have figured the year 2019 reconciliation couldn't be used until the next Congress begins?

Zero chance they start debating a healthcare bill a month before the election (especially since it would be well after the primaries, the only time when passing a healthcare bill at all resembling any of their proposals might be beneficial to Republican incumbents). *Maybe* after the election, in the lame duck Congress, but even that seems unlikely.

What would happen if the Republicans had a miracle and passed the healthcare bill, but at 12:05 am east coast time on October the 1st? Could they say it's still September 30th 11:05 pm in central time or only 9:05 pm on the west coast?

Washington DC was in the Eastern Time Zone the last I checked.

At this point, the only way there could be a vote before the reconciliation deadline is if a Senator opposed were to die and a Republican governor hastily appointed a replacement.

Trumpcare will never be truly dead until Trump is out of office or Democrats take at least one chamber. This thread could use some revisiting in a year or so (depending on what Republicans do regarding reconciliation).

I wish she, Murkowski, and McCain would write a bill. If they’re gonna shoot it down, I would like to see their (most likely better) alternative, all three of them.

They'd probably support the Alexander-Murray bipartisan bill.

Cassidy-Collins, Alexander-Murray, Wyden-Bennett... There are plenty of solid replacements, including the proposals of Kasich and Hickenlooper. I think the Democrats they can get over will be Wyden, Murray, Cantwell, and probably the Romney state Democrats. That's eight votes right there, which would allow them to sacrifice the votes of Cotton, Lee, Moore/Strange, Cornyn, Paul, and Cruz. Tillis and Hatch  are the ones I'm not sure would support it. I have no idea about the Plain Six Senators - Fischer, Sasse, Moran, Roberts, Inhofe, and Lankford. However, I think that with McConnell pulling for it, those last eight would support it.

If there's one thing the GOP won't let happen, it'll be letting a bipartisan ObamaCare bill take the 2018 reconciliation slot instead of Tax Reform. Reconciliation can only be used once per fiscal year. If any sort of bipartisan ObamaCare bill is to pass, it will do so through the standard legislative process: i.e. 60 votes plus.
