One of the top-2 candidates dropping out from the runoff shouldn't mean the other should get crowned without voters actually giving them a majority. The point of runoff systems is that you need to actually get >50% to win.

The point of the run off is to determine who between the 2 who got the biggest share of the vote should be elected.

Letting the third reach the run off in that scenario might cause a lot of problems as well: corruption etc etc

well, there’s an explanation: yesterday we didn’t vote for our leader, we voted for an orientation text. I simplified it giving their first signatory. But here’s the rule, only the first signatories of the top two texts can enter the race. If one doesn’t want, the other is elected.
But since I campaigned for Maurel, I’d have loved he could go.
