So this bill is based on an early real-life bipartisan bill negotiated by Paul Ryan and Dan Kildee, a Congressman representing Flint.  Much of the text of the bill is taken from the outline of that proposal (which I am sadly unable to link to as the page was recently taken down, apparently).  The water crisis facing Flint is still very much ongoing and while it is now but a blip on the news screen to most of the country, affected families are forced to cope with the aftermath for a lifetime.  Flint is a city in need of not only in need of immediate medical aid and infrastructure repair, but long-term stimulus for the city's faltering economy.  This week the Senate has the opportunity to do its part.  I hope my colleagues will support this bill.

This is a much-needed piece of legislation that addresses an ongoing crisis facing a major Atlasian city. The notion that there are children in any corner of this nation without access to clean drinking water is deplorable and should be addressed immediately. The fact that the state and local governments did not coordinate to help solve this issue months ago is baffling. We must take immediate action to pass this.

     I wonder if we should appropriate the money to the region of Lincoln instead of Michigan. States have an unclear status in Atlasia.

It might make sense to change all the "state match" phrases to "region match" just to make everything consistent.  Other than that, this seems fine to me.  Though hopefully Lincoln will pass this too or a lot of this bill would be moot if I understand the conditions right.

Not really.  If the bill becomes law, I'll ask the Lincoln Assembly to pass a resolution accepting the relief funds and expending the matching funds.  The region has a budget surplus of more than $100 billion, so accepting this offer shouldn't be much of a concern.
