Both Hoover and Bush were terrible, inept interventionists - Hoover economically for the most part and Bush in nation-state building and military adventurism. Neither was as bad as Wilson or FDR though.

In defense of Hoover, he tried to stanch the Great Depression. It wasn't really his fault, the Federal Reserve sucked. He undertook a number of spending projects in 1931, if you'll recall. In defense of W. Iraq went awry but for most his tenure, he did fine as President, with economic growth until the very end.

Neither Presidency were horrible ... they were generally good men who had bad timing and in W's case, could have prosecuted Iraq better.

Worst: Neither as that's James Buchanan easily


Worse: Hoover easily as Bush reaction to 2008 was way way better then Hoover reaction to 1929. Even on forign policy hoover was just as bad cause Smoot- Hartley was a total and utter disaster .

Neither were bad, neither were outstanding. I would have to go with Bush as it was he who oversaw the economy Crash and his constant meddling in foreign affairs, while on the other hand, Hoover passed a lot of legislation that softened the blow of the great depression and remained focussed mostly on the USA.
