I would say Bruce Rauner, followed by Tom Wolf, then (presumably) Kim Reynolds and Gina Raimondo. I have no clue where Phil Scott and Chris Sununu fit into this.

EDIT: Forgot about Bill Walker. I guess he'd be before Reynolds and Raimondo.

Rauner (IL-R), Sununu (NH-R), Ducey (AZ-R) are the only three "incumbents" that'd I'd rate as vulnerable this early on. 

I don't really see any Democratic incumbents that will be running next year as being vulnerable, that includes Wolf (PA-D).

There's going to be so many open seats though that the incumbent races probably will end up taking a back seat.

Bruce Rauner I guess. Maybe Doug Ducey should be mentioned as well.

I think that Tom Wolf is relatively safe for reelection and not endangered. Bill Walker and Larry Hogan should be able to gain a second term.

Since this implies one, I'll answer with one name in Governor Rauner of Illinois. Guy is dead in the water next year. Literally no chance of re-election.

P. Scott and Hogan (if Dems congregate together, remember Vermont and Maryland are crystal blue)
