Good news! I assume if Raqqa falls, ISIL will just relocate it's capital, but without Mosul or Raqqa, their basic day-to-day operations and financing are going to get much more difficult.
That and their specific brand of theology is going to be hit hard by the loss of Raqqa, which is supposed to be the site of a dramatic final battle.

I thought that was already-liberated Dabiq?
I'm actually not sure; I thought Raqqa was supposed to be the site of a great final battle, which is why they picked it as a capital. Though admittedly, I've only read a few articles on it.
