How could this affect the election if this floated up in October and was maybe brought up during the debates?

I could see it affecting the African-American vote for Hillary, with most voters of that demographic staying home, and potentially making the popular vote much closer than it was. Trump wins Virginia with over 50% (not by a lot though), and wins the majority over the vote in North Carolina, Florida, Pennsylvania (blacks in Philly mostly stay home), Wisconsin, and Michigan (same situation in Detroit) with over 50%. Trump also carries Minnesota with less than 40%, New Hampshire, and Maine-AL.

Hillary performs about the same with the Latino vote.

In my opinion unless this excerpt receives wall to wall coverage like "Pussygate" then it doesn't change anything. There were constant and persistent attacks on HRC's credibility with black voters going back all the way to 2008. Her dog whistle racism against Obama, Crime bill, Super Predator comment, etc.  The black voters who voted for her were it. Any black voter who didn't really trust her already stayed home anyway or held their nose and voted for her to avoid Trump.

No matter how much people try to drive a wedge between Hillary and minority voters by accusing her of racism, it just won't work. Voters know better; she did better with minorities against both Sanders and Trump, and in '08 among Asians and Hispanics.
