Is Joshua Chapter 5 meant to cut off so abruptly?

That's the end of the chapter and the story. The angel, the commander of the army of the Lord, comes to Joshua and tells him to take off his sandals...and we're not privy for the rest of the story. Chapter Six starts off later, with God (not the angel) telling Joshua the battle plan for the taking of Jericho.

Did an angel visit Joshua for the sole purpose of telling him to take his sandals off?

Since there's nothing particularly special about the city of Jericho, I think the point is that every foot of ground in the Promised Land is holy.

This is a lot less confusing to me than the part in Exodus where God makes an attempt on Moses's life (immediately after interviewing him on Mount Horeb), only to retreat when Zipporah anoints her husband with their son's foreskin.

I am fairly certain that in Joshua 6:2, God is speaking through the commander of His army.

Indeed, there's no reason to think it was an angel, but that YHWH was indicating what purpose he had come, to issue commands unto his army so that it could take Jericho, when referring to himself as Commander of the Host of YHWH.
