1980, Jimmy Carter 20.57% Utah. Possibly Humphrey in 1968 MS.

Wow - I didn't realize HRC did that poorly in Wyoming. The worst for either party since 1980. Though this is mainly due to third parties as Utah 2012 had a larger Repub % margin.

Looked it up - 23.02%. Also, LBJ was not on the ballot in AL 1964 and therefore got 0 votes.

It's interesting how Johnson wasn't on the ballot in Alabama and lost by titanium proportions in Mississippi, yet those states didn't stop him from winning the highest percentage of the popular vote for any President since 1824. Johnson more than countered the Goldwater victories in the Deep South by crushing him in the Midwest, the Border States, the Pacific Coast, and the Northeast.

Why 23? This seems little an arbitrary benchmark to mention Clinton in Wyoming.

Does a 25% cutoff add many cases?

I still can't believe that Clinton got 22 percent in Wyoming. That is just like a really hard to fathom amount. Like I'm used to stuff like 27-28, but 22 is just crazy
