A mixture of Climate Change and a major Chernobyl-like disaster in Seattle renders much of the West of the United States uninhabitable: California and Oregon survived based on earlier financial planning by more forward-thinking administrations but are barely hanging on.  This causes a significant shift in public opinion in favour of environmentally friendly policies which is either ignored or pandered to by both major parties.  This leads to the Green Party picking up significant popular support from across the United States but primarily in the states which either are the most affected by Climate Change or where refugees from the middle states fled.  This culminates in the 2040 Presidential Election; where a mixture of the rise of the Green Party and the localised popularity of Ivan López, the Virginia born Hispanic governor of Arkansas allowing the Green Party to break through and win the Presidential election.

As to why the Democrats are in the South and the Republicans are in the North: its because of the ethnic divide in voting behaviour deepening; with Black voters (now a majority in the old South; mostly because wealthier whites escaped the harmful impacts of Climate Change by moving North) continuing to vote entirely Democratic while White voters in the North East stick to voting Republican.  The emergence of the Greens shook this up a little bit: especially amongst younger voters worried about the serious impacts of Climate Change they have a much more diverse voter base.

No one said the explanation had to be at all plausible!  Not even going to explain why the Virginias merged... perhaps because of West Virginia running out of money and being unable to pay their outstanding debts, so Virginia basically took over?

2020: Trump/Pence vs Sanders/Harris vs an Independent or Third Party ticket of your choice - feel free to name them
