This was not a lie. There is reason to believe he really had no clue of what he'd be doing - honestly, nobody had a clue then, nor, really, has it now what should have been done. The lie is when you say something knowing when you are saying it that you aren't going to do it or that it is not true.  That he eventually decided on a course of action he did might have been for the good or for the bad (actually, even now nobody really knows the answer to this, though pretty much everyone is convinced that a major reduction of spending then would have been a disaster), but re-analyzing the situation and changing the policies accordingly does not make original promises lies, unless you can show he never intended to do what he claimed he'd do.   

Assuming he was convinced in early 1933 that sticking to his promise was a disastrous policy, being true to his promises meant not performing his duty. Within the framework of the US Constitution he could not run a new election under a new program.  Perhaps, that's an argument for a parliamentary system (a British Prime-Minister could have called a new election) or a direct democracy (a Swiss or Californian gov't could call a referendum).

Obviously, there are implied qualifiers to everything, all people having limited knowledge.

I'd say Bill Clinton made some campaign promises he had no intention of keeping.  His promise of a middle class tax cut was never sincere, and turned into a tax increase, and he had no intention of fulfilling his pledge to "end welfare as we know it" in a meaningful way.  It was only the Republican capture of congress that forced his hand on this one.  Otherwise, it would never had been fulfilled.

Nixon and his "secret plan" to get out of Vietnam was pretty funny.  George H.W. Bush and "no new taxes."  Clinton thinking he was the second coming of Franklin Roosevelt.  Just to name a few.

Right.  The slogan was "he kept us out of the war", not "he will bring us into the war."  By  the end of 1916, it was pretty inevitable that war was on the horizon.

I would say Bush's tax plan with that Iowa family during the 2000 campaign, when he tried to portray that the working class would receive huge tax cuts , and how he went on with the average American spewl in their savings.  When he was using the (average tax cut $$) as opposed to the average American's saving (because of how it was structured the AVERAGE tax cut Bush so proudly spouted was received by less than 10% taxpayers.

Let's not forget W's promise of a humble foreign policy that steers clear of nation building. I'll give him a pass on Afghanistan because it was the right thing to do after 9/11, but Iraq is such a blatent 180 degree turn from his statements in the 2000 campaign that he must win this contest.

I think Nixon did pretty much what he said he'd do during his campaign.  What came afterward may be a different issue, but I wouldn't say he was elected under fale pretenses.  People had every reason to know what policies he would follow when electing him.  I would have voted for Nixon in 1968 and 1972, btw, given conditions at the time.

Big lies I can think of:

Wilson: No involvement in the War
FDR: States rights and spending cuts (And no, ag, he didn't propose the new Deal by accident)
Nixon: A secret plan to win the war
GHW Bush: No new taxes
Clinton: A middle class tax cut

I only approve of FDR's lie, since his actual plicy was better than his proposed policy.  Regardless of whether their policies or promises were right or not, Wilson and Nixon lied about matters of war which is almost always wrong.  The other Presidents put policies into place that were harmful, whereas their promise had been for a policy that was good.

Here are some Bush ones (too lazy to find the actual quotes). Some are more hypocritical than a lie. 

Bush called on the President (Clinton) to have an exit plan (from Kosovo). Bush railed against nation building.
Bush said that he'd preserve the lockbox too (which meant not borrowing money from SS). In 2000, there was an $87B surplus. We're now running somewhere around $600B a year deficits ($160B of which is borrowed from SS).

Entirely possible that the Venezuelan crisis would have turned out differently under Harrison...leading to all sorts of future difficulties regarding Anglo-US relations...you get the picture.
